Senior Legal Counsel – General Legal Affairs at African Union

Purpose of Job

Give advice on general legal matters and take care of all the legal issues in the AfCFTA Secretariat.

Main Functions

  • Give advice to make sure the AfCFTA Staff Regulations and other laws governing the working conditions of AfCFTA Secretariat staff are followed correctly.
  • Help raise money by making materials, partnership agreements, giving advice on management and compensation agreements, and closing fundraising deals.
  • Settle labor disputes by, for example, helping the General Secretary with administrative tasks.
  • Handle, monitor, and give proactive support and advice on all legal issues and risks that already exist and those that might come up in the future.
  • Giving advice on data protection laws and making sure that those laws are followed.
  • Help the Legal Department do its job by giving advice on general legal issues.
  • Is in charge of overseeing and running the Division as a whole.

Specific Responsibilities:

  • Gives strategic and tactical advice to, and works as an important part of, AfCFTA Secretariat negotiating teams on specific transactions, such as: negotiating a relationship; drafting and/or revising and advising on the content of contractual documents that set out the terms and conditions of particular relationships; negotiating the specific terms and conditions of contractual documents; giving legal advice.
  • Gives advice on a wide range of current legal issues that affect the AfCFTA Secretariat. This is done by reviewing the issues, figuring out what legal and risk management practices are applicable and appropriate, and suggesting courses of action to the AfCFTA management.
  • Do any other relevant tasks that the immediate Supervisor gives you.

Academic Requirements and Relevant Experience

  • Master’s degree or equivalent in international law (public international law, law of international organizations) and twelve years of relevant and progressively more responsible experience in the legal field.
  • Seven (7) of these years should be spent as a top manager, and five (5) should be spent in a supervisory position.

Required Skills

  • A proven ability to start and promote collaborative approaches between partners from different places and cultures;
  • The ability to build and keep good partnerships and working relationships both inside and outside the organization;
  • The ability to create and delegate clear program goals, plans, and actions that are in line with agreed-upon strategies;
  • The ability to give the right amount of responsibility, accountability, and decision-making authority to the right people; and Fluency in another AU language is a plus. You need to be good at one of the AU working languages.
  • A high level of independence, maturity, and initiative;
  • The ability to deal with tough questions and difficult people;
  • The ability to manage time and set priorities;
  • The ability to be flexible, adaptable, and open to change;
  • Proficiency in one of the AU officials’ working languages (Arabic, English, French, Kiswahili, Portuguese, or Spanish), and fluency in another or more AU languages is a plus;
