In April 2026, Russia will launch a new impatriate programme aimed at skilled foreigners seeking long-term residency. This initiative offers a streamlined pathway to permanent residence, quick family relocation, and simplified migration processes.

This new immigration initiative reflects a Presidential Decree No. 883, signed in December 2025. If you possess valuable skills and wish to settle permanently in Russia, this programme provides an efficient route to residency.

Overview: Impatriate Programme

The impatriate programme focuses on attracting foreign nationals eager to move to Russia and contribute to its economy and society. Beginning April 15, 2026, individuals from any country can apply, provided they meet the set criteria. Notably, there are no nationality or regional restrictions.

Possess strong skills or experiences in science, technology, manufacturing, education, culture, sports, or the creative arts.

Processing Times

The entire process for confirming impatriate status is estimated to take between 95 and 125 days. Once status is confirmed, the processing of residence permits can occur within approximately 30 days.

Approved impatriates and their families will receive comprehensive support from both national and regional authorities. In pilot regions, a one-stop service aims to assist with paperwork, settlement, and basic integration.
