Russia Set to Launch Impatriate Programme in 2026: Accelerated Residency Pathways

In April 2026, Russia will launch a new impatriate programme aimed at skilled foreigners seeking long-term residency. This initiative offers a streamlined pathway to permanent residence, quick family relocation, and simplified migration processes.

This new immigration initiative reflects a Presidential Decree No. 883, signed in December 2025. If you possess valuable skills and wish to settle permanently in Russia, this programme provides an efficient route to residency.

Overview: Impatriate Programme

The impatriate programme focuses on attracting foreign nationals eager to move to Russia and contribute to its economy and society. Beginning April 15, 2026, individuals from any country can apply, provided they meet the set criteria. Notably, there are no nationality or regional restrictions.

Who Can Apply?

This programme aims to recruit talented individuals who can drive positive change in various fields. Eligible applicants include those who:

  • Possess strong skills or experiences in science, technology, manufacturing, education, culture, sports, or the creative arts.
  • Work in professions that Russia prioritizes for its growth.
  • Have made significant contributions to their respective industries.

In essence, Russia seeks candidates who can work, innovate, and educate rather than relocate.

What Sets This Programme Apart?

Unlike traditional residence permit processes, the impatriate programme offers a unique advantage through its speed and efficiency. Successful applicants can anticipate:

  • A temporary residence permit without quotas or the need for language or history exams.
  • An expedited path to permanent residency.
  • Shorter processing times compared to regular migration routes.
  • Upon approval for impatriate status, residence permits could be processed in as little as 30 days.

Can Families Relocate?

Absolutely! One of the programme’s key features is family inclusion. Spouses, children, parents, and adopted or dependent children can accompany the main applicant. Additionally, families will receive assistance during their relocation and settlement.

How to Apply

The application process consists of three main steps:

  • Application Submission: The applicant submits a request to be recognized as an impatriate through the designated programme operator.
  • Three-Stage Review: This process includes a skills and eligibility evaluation by the operator, a security screening conducted by the Ministry of Internal Affairs, and a final assessment by a working group under the presidential citizenship commission.
  • Final Decision: The Ministry of Internal Affairs will determine whether to grant impatriate status.

Processing Times

The entire process for confirming impatriate status is estimated to take between 95 and 125 days. Once status is confirmed, the processing of residence permits can occur within approximately 30 days.

Support Post-Arrival

Approved impatriates and their families will receive comprehensive support from both national and regional authorities. In pilot regions, a one-stop service aims to assist with paperwork, settlement, and basic integration.

When Applications Open

Applications for the impatriate status will officially commence on April 15, 2026. This marks a significant shift in Russia’s immigration strategy. By simplifying rules and reducing waiting times, Russia is actively seeking skilled professionals ready to contribute to its progress.
