Job Description

As the Regional Technical Advisor (Scientist Principal), you are seen as a thought leader in Entomological Monitoring both inside and outside of the company. Under the direction of the PMI Evolve project Technical Director, the Scientist Principle/Regional Technical Advisor will help with the project’s entomological surveillance activities in multiple countries and guide country technical managers in the collection, analysis, and interpretation of entomological data. The regional office for this job will be in Accra, Ghana.

The PMI Evolve Project helps the U.S. President’s Malaria Initiative (PMI) and USAID plan and implement an integrated vector control strategy. The goal is to reduce the burden of malaria while promoting equity to maintain malaria gains. Since 2011, Abt has been working with PMI on integrated vector control.

They have provided high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new ways to manage larval sources (LSM).

Also, Abt’s work that is paid for by PMI manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to find out about trends, strategies, and the effects of malaria vector control.

Core Responsibilities

  • Help PMI Evolve project countries make annual work plans and budgets for comprehensive monitoring of insects.
  • Provide technical oversight, ongoing support, and make sure that entomological monitoring activities are done according to WHO and CDC guidelines and best practices.
  • In collaboration with country project teams and entomology coordinators, find and choose subcontracts and consultants for entomological monitoring support and help with the development of SOW (scope of work) when needed in the project countries.
  • Pay special attention to items that need to be bought from other countries and keep an eye on the process of buying them and making sure they arrive on time.
  • Help project countries look at entomological monitoring reports and write them up.
  • Check the technical accuracy of the information in the reports on monitoring insects.
  • Give advice to USAID/PMI and other partners about how to plan and carry out integrated vector control based on evidence from the project and other partners.
  • Help project countries come up with national plans for insect monitoring and find money to help strengthen insect monitoring activities.
  • Support capacity assessment and capacity strengthening, working with the PMI Evolve Capacity Strengthening Director, to improve the skills of entomological institutions and National Malaria Control Programs in managing, planning, training, supervising, monitoring, and reporting on entomological monitoring activities.
  • Publish the results of the entomological monitoring project in peer-reviewed journals, share lessons learned and best practices in national, regional, and international forums, and add to the national and international vector control information pool to influence policy.
  • Help make protocols, standard operating procedures, training materials, and best practice reports.
  • Help with the creation, implementation, and analysis of operational research.

Requirement

  • Master’s degree plus 15 years of experience in the field or PhD plus 10 years of experience in the field.
  • At least a master’s degree, but a doctorate in Medical Entomology or Immunology and Infectious Diseases is preferred.
  • At least 10 years of experience with integrated vector control management
  • At least 5 years of experience running international health projects or programs as a project manager.
  • Experience with the legal and operational parts of managing and controlling vectors
  • Leadership skills in management and the ability to motivate multidisciplinary, multicultural teams of 5 to 25 employees have been shown.
  • Shown that they can work with little guidance and direction.
  • Shown that you can work as part of a team and listen to what other team members have to say.
  • Good skills in managing and planning project tasks
  • Makes high-quality work on time and at a good price, and has great writing skills.
  • Excellent skills in organizing, talking to people, and using computers
  • It is very helpful to have experience with USAID and donor projects.
  • Shown that they can talk to people and write reports and other business documents in English.
