PRINCIPAL RESEARCH OFFICER (MIDDLE MANAGEMENT)
GRADE: PRINCIPAL STATISTICIAN
(a) JOB PURPOSE
To provide technical and operational support for implementation of policy-oriented research activities in the Service. The successful applicant will support work within multi-disciplinary teams and collaborate with others in government industry, academia and non-governmental organisations to design, build and improve new and existing digital products and platforms developed as part of the research activities within GSS.
DUTIES AND RESPONSIBILITIES
in line with the mission and objectives of the Service to contribute to public policy discourse the key responsibilities of the successful applicants will include but not united to the following:
TECHNICAL
i. Perform professional level analytical work in a variety of assignments in support of the work of the Data Scientists and assists the Service with project research proposal conceptualization and writing, analysis and reporting responsibilities.
Undertake strategic thinking to translate ideas and concepts from research and/or practice/policy into concrete actions and plans and anticipate long-term challenges and trends to develop appropriate strategies.
Collect, compile, analyse, and report data, applying models and statistical techniques to explain economic phenomena, and forecast trends or patterns that could guide future decisions on important national matters and provide policy advice.
Develop policy briefs that clearly articulate policy recommendations and their implications.
Analyse data available from MDAs/stakeholders through research market, industry trends and patterns and provide reports on findings for future research projects.
Formulate recommendations, policies or plans to solve research challenges and work closely with the statistical directorates in GSS in developing and updating statistical and economic models for the National Statistical System surveillance work.
Implement tests of processes, policies, protocols and identify and understand problems through forecasting, gap analysis, quantitative reporting, research, and statistical analysis.
Identify consultancy services in the area of statistics, map production social and economic production for the Service.
Identify business risk and development opportunities and undertake research on new or emerging areas of clients for statistical production.
(c) QUALIFICATION AND EXPERIENCE
i. A minimum of a master’s degree from an accredited tertiary institution in Statistics, Economics, Mathematics, Data Science, Demography/Population Studies, Sociology and other relevant subject qualification or areas.
Must have a relevant advanced professional level A minimum of 3 years post qualification relevant work experience as a supervisor in a reputable statistical/research institution.
TERMS OF APPOINTMENT
The appointment is for an initial four (4) years, renewable upon satisfactory performance. Applicants must be eligible and capable of serving a full term of four (4) years before attaining the compulsory retiring age of 60 years.
