The Job summary
The Head, VAT Administration will initiate, promote and ensure the implementation of initiatives that will produce a significant increase in VAT revenues.
Key Responsibilities
- Review the emerging VAT compliance strategy, and any other information available and identify likely initiatives that will lead to increased VAT revenues
- Oversee effective debt management action against non-payers
- Establish and implement systematic (risk based) audit programmes
- Ensure effective investigation and intelligence (as well as using third party data in addition to information on imports)
- Ensure appeals are dealt with expeditiously
- Curtail leakage at the retail level through tax evasion from undeclared sales
- Strengthen the offices capabilities in compliance and technology solutions offering
- Act as central point of contact – liaising with colleagues with respect to VAT compliance
- Identify issues and opportunities to continuously improve the VAT compliance processes
- Propose improvement possibilities to raise effectiveness and efficiency of the work processes
- Work with the management and leadership team to further identify and develop revenue raising opportunities
- Prepare a detailed VAT compliance improvement strategy to promote and lead the implementation of initiatives to ensure that they produce a significant increase in VAT revenues
Professional and Academic Qualification:
- Master’s degree or its equivalent in Finance, Economics, Taxation or related field of study
- Membership of a relevant professional body (ACCA, ICA, CIT etc.) will be an added advantage
Experience:
- A minimum of three (3) years of relevant work experience in tax administration
Essential and Desirable Criteria
- Experience of working in tax management at a strategic level and leading tax reforms
- Broad knowledge of tax management
- Strong VAT compliance background
- Strong strategic thinking skills
- Strong stakeholder management skills including experience of building relationships with senior government officials
- Experience of leading a high-level reform programme, project or change management.
- Experience of risk management and monitoring and evaluation
- Experience of implementing VAT compliance systems
