Nova Scotia Cracks Down on Immigration Fraud with New Tough Policy
Nova Scotia, an Atlantic Canadian province, seeks to curb immigration fraud with a new program integrity policy.
“Fraudulent and dishonest conduct within immigration programs can dilute or hamper the efforts of government and employers to attract immigration candidates who meet the actual needs of the Nova Scotia labour market,” per the Program Integrity Policy.
“This policy provides the Immigration and Population Growth Branch (IPG) with a tool to: reduce the incidence of fraudulent or dishonest conduct; allow the branch to enforce participant compliance with program requirements; ensure program integrity is maintained with a high degree of accountability and consistency, and; aid in the protection of newcomers by reducing and responding to incidents of fraud.”
Nova Scotia immigration officials hope this August policy will help by clearly clarifying everyone’s roles and responsibilities in the immigration process and delineating prohibited behaviour.
The revised policy also states the consequences for inappropriate behaviour, including:
- a letter of warning issued to the party
- limits on future applications,
- a five-year ban from participating in IPG immigration programs,
- a 60-day probationary period for Atlantic Immigration Program (AIP) employers.
“An investigation will typically take between one to six months to complete, and a compliance review may take between two days up to 30 days to complete,” according to the law.
Canadian federal, provincial, and local authorities can pursue immigration fraud. Nova Scotia immigration officers will report fraud or misrepresentation to the CBSA, RCMP, IRCC, CICC, and other organizations.
The federal Express Entry system’s Federal Skilled Worker (FSW), Federal Skilled Trades (FST), and Canadian Experience Class (CEC) programs and the ten provinces’ Provincial Nominee Programs can provide permanent status to foreigners.
Recent IRCC figures reveal 11,800 new permanent residents, 15,555 IMPs, and 4,155 TFWPs in Nova Scotia. The province issued 16,035 study licenses to foreign students last year.
