Job Title: Country Team Leader for WASH-FIN 2 Project
The WASH-FIN 2 project in Ghana, which is funded by USAID and run by Tetra Tech International Development, is currently looking for a Country Team Leader. This job will be in the main office, which will be in Accra, Ghana.
The Ghana Team Leader is Tetra Tech’s main WASH-FIN 2 project representative in the country. He or she is in charge of building relationships with all partners in the country, including, but not limited to, the USAID/Ghana Mission, national and local government, civil society, and the private sector, including subcontractors, financial institutions, and other development partners.
The Ghana Team Leader is in charge of making sure that WASH-FIN 2’s activities in Ghana are carried out well. He or she also has direct control over the country’s financial and administrative management. The Ghana Team Leader is in charge of managing the technical and administrative support staff, short-term consultants, and subcontractors who provide technical help on an as-needed basis for the implementation of activities in Ghana. The Country Team Leader position is a full-time job that is expected to last until October 2027.
Responsibilities:
- Gives the WASH-FIN 2 in-country implementation team and short-term technical assistance resources leadership, supervision, and direction;
- Provides quality assurance and quality control for all country-specific deliverables and is ultimately responsible for the good financial management of the in-country expenses and budget;
- Gives technical help in one or more specific technical areas, according to the contract’s statement of work and a country-specific proposal and work plan that has been approved;
- Creates and keeps a culture of ethics and compliance with USAID and Tetra Tech policies and practices within the country team;
- Makes an annual work plan and budget for each country in collaboration with the global technical team and sends the budget to the Director of Operations to be included in the WASH-FIN 2 Program Annual Budget Plan;
- Manages staff in each country to make sure the highest standards of performance are met;
- Represents Tetra Tech in-country at conferences, seminars, and other professional meetings that require the presence of the Ghana Team Leader; represents WASH-FIN 2 in front of USAID and in-country counterpart and development partner audiences.
Qualifications:
- At least a bachelor’s degree, preferably a master’s, in engineering, economics, public policy, or a similar field;
- At least 10 years of professional experience and a clear understanding of the policy issues, reform plans, and practical challenges of financing and running infrastructure and services for water supply and sanitation in urban and rural areas of Ghana;
- At least 5 years of experience working as a consultant in the water and sanitation sector in a city or a rural area, with knowledge of capital planning, accounting, and finance;
- It would be great if you had helped the private sector and community get involved in WASH services before;
- It’s best if you have experience with urban climate resilience and managing projects for USAID;
- You must speak English well; and
