POSITION: Programme Support Specialist
Food and Agriculture Organization’s Strategic Framework 2022-31 promotes more efficient, inclusive, resilient, and sustainable agri-food system transformations that lead to Better Production, Better Nutrition, a Better Environment, and Better Life for all, supporting the 2030 Agenda.
FAO priority activities are selected, planned, and implemented by the FAO Regional Office for Africa (RAF) to address regional food security, agriculture, and rural development priorities. It assures transdisciplinary programs, determines regional FAO priorities, and develops, promotes, and oversees FAO’s strategy response to regional priorities in partnership with headquarters, sub-regional, and 47 country offices. RAF supports FAO’s work in Member countries, develops and maintains strategic partnerships with continental organizations, and helps countries develop strategies, policies, regulatory frameworks, and regional and country policy dialogues to sustain efficient and inclusive agricultural and food systems.
RAF also facilitates engagement with multiple stakeholders, capacity building, and resource mobilization for regional food security, agriculture, and rural development.
As part of the agrifood system transformation, FAO supports national and global integrated One Health systems for people, animals, plants, and the environment. FAO-RAF’s Animal Production Systems and One Health Platforms and Actions (APSOH) program coordinates One Health across the FAO Animal Production and Health Division, four sub-regional offices, regional GHS units, 47 sub-Saharan African countries, and various FAO Strategic Framework 2022-2031 regional program priority areas
Reporting Lines
The Program Support Specialist will primarily report to the Senior Animal Production and Health Officer (SAPHO) of the FAO Regional Officer in Africa (RAF).
S/he will also work under the technical and administrative supervision of the FAO Regional Office for Africa. S/he will coordinate with the FAO Headquarters-based Pandemic Fund and Animal Health Teams, the Global Health Security Program (GHSP), FAO Sub-regional offices in Central, Western, Eastern, and Southern Africa, as well as 47 sub-Saharan African countries.
Technical Focus
Coordination, Communication, Monitoring and Evaluation, Program Support, and Project Cycle Management.
Tasks and Responsibilities
Pandemic Fund Team
- Assist in coordinating Pandemic Fund calls for proposals and internal regional events (seminars, workshops) to sensitize FAO Offices for each call, as well as contributing to the review of Pandemic Fund project proposals (particularly parts related to operational arrangements, budgets, and co-financing);
- Support the Pandemic Fund project dashboard in the region, keeping track of proposals from submission to implementation and monitoring, including operational backstopping on project cycle management and support to the actors involved at the regional, sub-regional, and country levels, liaising with the NSAH-CJW team.
- Daily coordination assistance and knowledge management, encouraging experience, lessons learned, and evidence exchange on PF projects;
- Support crucial meetings and activities related to the RAF’s participation in the Pandemic Fund, as well as assist the RAF Communication team in developing visibility and advocacy materials for the PF program (including web articles and social media channels);
- Support the creation of PF projects’ M&E framework in collaboration with the MEL team, and create quarterly reports on PF project implementation status.
- Maintain files and databases, including critical focal areas and a store of key papers called “The Pandemic Fund MS Teams Channel.”
APSOH Program Operations Support
- Assist with budgeting, work planning, and operational assistance for APSOH work.
- Provide operational support for the implementation of program activities connected to the APSOH.
- Assist in coordinating with focal points for gender, youth, and Indigenous People, digital agriculture, and other regional priority program areas to ensure these perspectives and engagement in OH programming;
- Liaise with the Human Resources Division to recruit staff.
- Liaise with the Procurement Division and the partnership.
FAO Standards & Guidelines
- Liaison with OCC will be maintained, either directly or through an agreed-upon focal point/coordinator, to ensure compliance with OCC standards, consistent message, and proper review and clearance procedures.
Minimum requirements
- A university degree in any social scientific area.
- At least two years of practical experience as a Programme Assistant in multisectoral, multidisciplinary project management, monitoring, and evaluation, as well as implementation coordination in intergovernmental work contexts.
- Working knowledge of English (level C).

- Understanding FAO policies and programmes is regarded as a valuable asset.
