Job Title: Grants Officer, USAID/OTI Littorals Regional Initiative

PROGRAM DESCRIPTION

OTI’s Littorals Regional Initiative (LRI) program can help local counterparts in certain West African coastal states deal with the increasing pressures of VEOs by addressing instability factors like localized conflict, ethnoreligious marginalization, lack of understanding of the VEO threat, local grievances against governance structures, and weak social cohesion.

LRI is a part of USAID’s larger presence in the region. It does this by offering short-term, targeted programs that make it harder for VEOs to spread and help national governments and local communities build their ability to stop them.

POSITION SUMMARY

The Grants Officer will make sure that grants are managed well and efficiently and will come up with ways to target key areas that are flexible, creative, and quick to respond. He or she will also make sure that the Grant Management and Administration function is always in line with Creative and USAID’s policies and procedures. He or she will also work to improve the grant recipients’ and the rest of the staff’s ability to manage grants.

Location: This job is based in Tamale, which is in the northern part of Ghana.

REPORTING & SUPERVISION

The Senior Grants Manager is the person in charge of the Grants Officer.

PRIMARY RESPONSIBILITIES

Among the most important jobs are, but not limited to, the following:

Activity Development

  • Take part in internal discussions about program strategy and ideas for activities.
  • Do research and reach out to find potential program partners, consultants, and grantees.
  • Help the Senior Grants Manager come up with targeted work plans and requests (Requests for Applications, Annual Program Statements.).
  • Work closely with the Senior Program Development Officer and grantees to make plans and budgets for how activities will be carried out.
  • Do on-site assessments of grantees’ abilities, such as reviews of their financial and administrative systems.
  • Make sure that the background, implementation plan, budget, and monitoring and evaluation plan for each activity that is being planned fit together well.

The Activity Implementation

  • Make sure that Creative’s grant policies, which are outlined in the Field Manual and the Activity Manual Addendum for the program, are followed (Grants Manual).
  • Update and manage grant files in Creative’s grants management system, SharePoint, and the USAID/OTI online database.
  • Mainly regular contact with LRI grantees in the grants officer’s portfolio, at least once a week.
  • Work with the Senior Grants Manager to write Grant Agreements and other grant management documents (such as negotiation memorandums, environmental compliance forms, etc.) that follow Creative’s policies and procedures.
  • Do ad hoc site visits of activities to find out how grantees are using their money. Write short activity notes to keep track of these visits.
  • Work with the Monitoring, Evaluation, and Learning team and the Senior Grants Manager to make sure that weekly activity notes are uploaded to the USAID/OTI database.
  • Help organize meetings to start a grant, working with the finance, procurement, and program staff.
  • Make sure the data in Creative’s and USAID/online OTI’s grant databases is correct and up-to-date. This person is also in charge of quality control and data integrity.
  • Monitor the activity’s budget and deadlines, working with the Programs, Procurement, and Finance departments to make sure spending is on track and to provide quality control on any changes that need to be made. Keep a budget tracker for each activity and update it every two weeks with the help of the Finance staff.
  • Take part in the regional grants department’s weekly meeting and update the site

Activity Close-out

  • Together with the Procurement and Finance staff, do a financial reconciliation of the activity budget and let the Senior Grants Manager know that funds need to be unobligated.
  • Perform a final review of the grant files, including media files (photos and videos), and make sure they have been uploaded to Creative’s grants management system (SMART), SharePoint, and the USAID/OTI online database.

Teamwork and Relationship Management

  • Work closely with the Procurement and Logistics Officer, the Finance Officer, and the Senior Program Development Officer.
  • Work as part of a larger, multilingual program team in Benin, Togo, and Ghana, where you can share your experience and learn from others.
  • Present activity updates directly to USAID/OTI during weekly meetings; make Powerpoint slides that show the most recent activity updates.
  • Help the SGM explain Creative’s grant policies and procedures and USG regulations to program staff and grantees, as well as give them advice.
  • Help the SGM train and support Creative staff on how to follow grant rules.
  • The Senior Grants Manager may also have to do other things (SGM).

Skills or Experience Needed

  • Bachelor’s degree in a relevant field or professional accounting or financial qualification is required.
  • At least 4 years of work experience, with at least 3 years of professional experience working in difficult and complex operational field settings.
  • At least one (1) year working on a grant-based international donor program. Previous experience with USAID grants is strongly preferred.
  • Knowing how to use computers and financial software.
  • Learn how to manage a budget and keep costs down.
  • Excellent written and spoken English skills.
  • Must be willing to live in the northern Ghanaian city of Tamale.
  • Needs to be fluent in the languages spoken in Northern Ghana.
  • It would be nice to know French, but it’s not required.
  • Must already have permission to work in Ghana.
