Project Summary
Tetra Tech is administering the USAID-funded Power Africa Empower West Africa Program, which runs for five years. Building on the success of Power Africa over the past decade, Empower West Africa intends to close the region’s energy poverty gap by boosting the supply and access to affordable, dependable, and sustainable electricity. By 2029, Empower West Africa hopes to have six million additional electricity connections, attain financial close on 2,500 megawatts of new generation capacity, build 1,500 kilometers of new power lines, and sell 40,000 productive use of energy (PUE) devices.
Position Summary
Tetra Tech is seeking an experienced Clean Energy Specialist (CES) for the USAID Empower West Africa Energy Project. The ideal applicant will play a crucial role in providing technical assistance to help accelerate renewable energy projects in the region. He will bring experience in deal structuring, risk analysis, financing, and regulatory compliance. This position demands a thorough awareness of renewable energy markets as well as a collaborative approach to engaging stakeholders in order to successfully implement renewable energy solutions.
Position Responsibilities:
- Conduct due diligence on renewable energy projects to ensure compliance with financial, technical, and regulatory requirements.
- Review or advise on project feasibility studies, which include resource assessments, technical designs, and financial estimates.
- Review and offer instructions for important project documents such as power purchase agreements (PPAs), concession or implementation agreements, financing agreements, and other legal frameworks.
- Assist project developers and stakeholders with transaction structuring, such as financial modeling, contract negotiation, and project financing.
- Examine energy policy, legislation, and market developments affecting renewable energy initiatives.
- Assist the West African government in developing essential policy, legal, institutional, and regulatory frameworks to facilitate private sector investment, including PPPs.
- Assist with project financing by discovering financial opportunities such as grants, subsidies, and private investments.
- Conduct risk assessments and devise mitigation measures to handle financial, technological, and regulatory issues.
- Examine financial models to improve cost structures and return on investment.
- Facilitate workshops, training sessions, and stakeholder engagements to increase local capacity for project creation and finance.
- Coordinate with project developers, financiers, and government organizations to align goals and streamline processes.
- Provide project preparation support to discover a pipeline of technically and commercially feasible and bankable renewable energy projects.
- Matchmaking with potential IPPs can be facilitated by exploiting collaborative platforms such as M300 developed by global partners and donors.
- Investment Readiness and Transactions Advisory support for evaluating RE projects, doing due diligence, and identifying/mitigating hazards.
- Examine power purchase agreements and other bidding paperwork for renewable energy projects.
- For alternate risk-reduction methods, technical help from USAID regional. Empower LEC to improve technical and commercial efficiency, as well as its financial viability.
- Monitor the progress of supported initiatives, ensuring that milestones are met within time and budget.
- Prepare detailed reports on project results, difficulties, and lessons learned for program stakeholders.
- Ensure data collection for monitoring, evaluation, and learning (MEL) within the framework of the Empower West Africa MEL plan execution.
Required Qualifications
- A bachelor’s degree in renewable energy, business administration, engineering, or a closely connected discipline.
- A minimum of 7 years of experience developing, funding, or advising on renewable energy projects.
- Proven track record of delivering transactional support for energy projects, particularly in emerging markets or disadvantaged areas.
- Strong experience with project finance, transaction structuring, and energy market analysis.
- Experience in renewable energy technology and related infrastructure.
- Strong understanding of energy policy, regulatory frameworks, and compliance procedures.
- Proficiency with financial modeling tools, project management software, and data analysis platforms.
- Strategic and analytic thinking.
- In a fast-paced setting, the ability to manage several projects and prioritize activities is essential.
- Outstanding written and verbal communication skills in English and French.
Preferred But Not Required Qualifications
- A master’s degree in renewable energy, business administration, engineering, or a closely connected discipline.
