POSITION: Senior Economist

Tetra Tech is carrying out the recently awarded five-year USAID Power Africa Empower West Africa activity. Building on the success of Power Africa over the past decade, Empower West Africa intends to close the region’s energy poverty gap by expanding supply and access to affordable, dependable, and sustainable electricity. By 2029, Empower West Africa hopes to have established six million new electricity connections, reached financial close on 2,500 megawatts of new generation capacity, built 1,500 kilometers of new power lines, and sold 40,000 productive energy gadgets.
Tetra Tech is looking for a Senior Economist for USAID’s Empower West Africa Energy Activity. The Senior Economist, under the supervision of the ERERA Chairman, will conduct financial and economic analysis, develop policy and regulation, and establish effective data management and dissemination to operationalize the regional power market.
The Senior Economist Will
- Perform financial and economic analysis.
- Collect and analyze technical, economic, and financial data to guarantee its quality and consistency.
- Follow-up and analysis of operators’ financial condition, asset assessment and follow-up, and accounting separation for operator operations.
- Monitor the financial viability of the regional electrical system.
- Participate in benchmarking and economic forecasting.
- Participate in the benchmarking of regional operators’ economic and financial performance, with frequent updates.
- Advance Policy and Regulation.
- Help define regional energy policy and harmonize national electricity regulation policies.
- Develop ideas for improving regulatory tools in the Member States.
- Develop, develop, evaluate, and implement a regional tariff methodology and pricing model for the regional electricity market.
- Establish Data Management and Dissemination.
- Create and maintain up-to-date statistical databases covering ERERA activities.
- Supervise and guarantee that statistics are effectively disseminated, as well as provide direction on analysis and interpretation.
Other Tasks
- Support Empower West Africa’s work in developing a grant submission to USAID to assist with the implementation of the second phase of Regional Electricity Market deployment.
- Assist in the negotiation of cooperative agreements with competition authorities.
- Contribute to a variety of reports, including weekly, monthly, and quarterly updates, as well as tools for monitoring and evaluation.
- Liaise with USAID and other US government entities.
Expected deliverables
- Spreadsheet models and corresponding reports.
- Meeting agendas and summaries.
- Weekly, monthly, and quarterly reports provide an overview of actions supporting the following duties.
Minimum Qualifications Required
- Bachelor’s degree in economics, finance, or a similar discipline.
- 12 years of established professional experience in energy finance planning, modeling, and economic analysis, with a focus on power system regulation and management.
- Good understanding of institutional improvements and economic regulation in the electricity sector.
- Good understanding of energy policy concerns, particularly institutional reforms in the electrical sector, as well as economic or financial issues concerning cross-border power exchanges and electricity market management (planning, tariff/pricing, competition, finance, and so on).
- Good understanding of ECOWAS community institutions and methods, as well as demonstrated experience in West African energy sector regulation.
- Good understanding of ECOWAS policies, management, administrative, financial, and personnel systems, procedures, and regulations.
- Capability to present sensitive issues/positions and generate reports on short notice.
- Good team player, results-oriented, and able to operate in a multicultural team.
- Proficiency with Microsoft Office Suites (Work, Excel, PowerPoint, Outlook, etc.).
- Excellent communication skills (spoken, written, and presentational) and interpersonal abilities (team player).
- Must be fluent in one of ECOWAS’ three official languages (English, French, or Portuguese)
Preferred But Not Required Qualifications
- Experience developing and managing cross-border integrated power networks.
- Experience with international contacts and negotiations.
- Experience with regional or international organisations.
- A working knowledge of any other ECOWAS languages.
