POSITION: Program Support Specialist III – Survival and Early Childhood
This professional specialist advises designs, and supports the implementation of comprehensive child development programs and interventions. In general, the specialist gives highly proficient knowledge in one holistic development subspecialty while also being useful in others. At this career level, the incumbent contributes to the design of local programs, working alone and as part of a team on significant or complicated initiatives. Work may have a direct influence on more than one national office. He or she may coach or supervise the work of other professionals.
Role
The work of Program Support Specialist – Survival and Early Childhood involves designing, contextualizing, and supporting holistic development programs for pregnant mothers, caregivers, infants, and children up to the age of five. The primary areas of focus for this position are:
- Strategic and Operational Planning
- Age-appropriate program design and delivery
- Consultation and Support
- Monitoring and evaluation for programmatic innovation and improvement.
Responsibilities
Strategic and Operational Planning
- The Program Support Specialist for Survival and Early Childhood will support the National Leadership Team in developing multi-year, rolling strategic growth plans for Survival financing (in collaboration with Partnership Growth and CIV Strategies).
- He or she will work closely with PFs to plan for the growth of home-based programs as needed.
- The Program Support Specialist – SEC will collaborate with the Partnership Facilitators to identify topics that the PF should include as objectives in the Facilitation Work Plan to support the frontline church partners.
- Design and delivery of programs appropriate for the age group. The Specialist will give subject matter expertise to staff and frontline churches.
- Assess the availability and accessibility of existing development opportunities for caregivers and children up to the age of five.
- Collaborate with PFs to recommend age-appropriate curriculum and programming for all existing and new Frontline churches within their local context.
- Focus on preparing Frontline churches to grasp CDPR metrics for the 1-2 and 3-5 age groups, as well as how to conduct assessments for this age group effectively.
- Be skilled in the relevant core and supplemental curricula for caregivers and children up to age 5.
- Assist PFs and Frontline churches in carefully allocating Survival and Child Support money for caregivers and children up to the age of five.
Consultation and Support
- This position will work closely with other Support Specialists in Health, Resource Mobilization, and Child Development to develop comprehensive strategies and solutions to the complex difficulties confronting mothers, babies, and young children.
- Furthermore, the Specialist will provide continuous subject matter knowledge to Program Trainers and Partnership Facilitators, ensuring that Frontline Church Partners are well-informed and able to provide comprehensive development to caregivers and their children.
- The Specialist will also work with the M&E specialist to ensure that Frontline Churches effectively address program quality and implementation deficiencies.
- Finally, the Specialist will work with the Partner Preparation Specialists and Partnership Facilitators to select candidates for Survival Launch Interventions, Sponsorship Launch Interventions, and any Church Planting Initiatives that include home-based programs.
Monitoring and evaluation for programmatic innovation and improvement.
- The Program Support Specialist for Survival and Early Childhood Development frequently evaluates operational, health, and other beneficiary data to identify best practices and areas for improvement.
- Based on these findings, he or she will suggest suitable follow-up actions such as coaching, training, program design changes, or ways to pilot or innovate to improve programming for pregnant mothers, caregivers, and young beneficiaries.

Commits to and prioritizes child protection in all ministry decisions, tasks, and activities. Meets all the behavioural expectations outlined in Compassion’s Statement of Commitment to Child Protection and Code of Conduct. Reports any concerns about child abuse, neglect, or exploitation through Compassion’s internal reporting mechanism, and provides appropriate assistance for responses to situations that occur.
Culture
- Accountable for promoting, upholding, and practicing Compassion’s key “Cultural Behaviours” in all internal and external communication and relationships.
Education
- A university degree in public health. Advanced coursework is preferred.
Experience
- Seven years of relevant experience in Early Childhood Education, Child Development, Pediatrics, or a related discipline.
Licenses and certifications.
- A national or international recognized organization’s certification in a connected field.
- Equivalent education, training, and/or certification may be substituted for the experience and education listed above.

- Office: Standard Office Environment
Physical Demands
- Sitting, standing, and/or walking for up to 8 hours daily
Travel requirements
- May be required to travel up to 10% of the typical schedule.
