Job Description

Project Background

The Feed the Future Ghana Trade and Investment (GTI) Activity was initiated December 1, 2021 and will run for 5 years. The activity will work closely with public and private sector stakeholders to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops. GTI will facilitate investing in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector.

Under the Optional Contract Line-Item Number (CLIN2), GTI will scale up its approach, developing a flexible menu of innovative activities that encompass the Prosper Africa (PA) vision, a whole-of-government effort that leverages the private sector to increase two-way trade and investment between the United States and Ghana. The Activity’s transaction advisory services will facilitate exports and investment and adhere to the principle of additionality by only using CLIN2 funding to address market gaps unfilled by the private sector. Through these activities, GTI will serve as a link or resource to the Prosper Africa Deal Teams or other leverage points.

Purpose:

The Grants & Subcontracts Manager will report to the Finance & Administrative Director and work closely with the CLIN2 Investment & Transaction Director, GTI Grants Manager, Chief of Party, and technical staff. S/he will be in charge of GTI’s CLIN2 grants-under-contract (GUC) and subcontracts program. The Grants & Subcontracts Manager will also work closely with USAID and the GTI Grants Manager to establish selection criteria and review, select, and approve GUCs and subcontracts. They will help advance the CLIN2 workplan and achieve the results under Objective D and Objective E, which include the following:

Objective D: Develop distinct and innovative ideas for additional programmatic interventions.

  • Result D1: Develop innovative finance opportunities for firms in the agriculture sector.
  • Result D2: Strengthen capacity of local institutions and incentivize firms to support SMEs access to trade and finance.

Objective E: Scale-up programmatic interventions and increase firm level interventions.

  • Result E1: Improved pipeline development to increase investment opportunities for bankable firms and export-ready businesses.
  • Result E2: Scale up size of investment opportunities for firms already completing business transactions valued in excess of $2 million per firm.

Responsibilities:

S/he is responsible for undertaking the following tasks and responsibilities in a professional manner:

  • Oversee CLIN2 grants-under-contract and subcontracts component of the Activity
  • Supervise and support grantees
  • Publicize calls for concepts widely
  • Manage grant evaluation, award, and post-award monitoring, assessing prospective grantees’ ability to handle grants ahead of time
  • Support revision/editing of applicants’ proposals and review budget estimates for allowable costs, reasonableness, and consistency
  • Prepare grant agreements and ensure documentation is complete and recorded in the Awards Management System
  • Develop budgets during grant development and assume implementation oversight once the grant is awarded
  • Assist and direct grantees during implementation, focusing on finance, procurement, and compliance
  • Guide grantees on grant and procurement requirements and procedures
  • Ensure grantee and project compliance with USAID regulations
  • Maintain grant policies, procedures, and practices
  • Prepare cost and no-cost amendments for grants, subcontracts, and purchase orders with Director of Finance and Administration
  • Manage grants reporting to USAID
  • Support other aspects of grants and subcontract management of the Activity as requested by the COP or Director of Finance and Administration

Required Skills or Experience

Qualifications:

  • The ideal candidate for the Grants & Subcontracts Manager position will hold a university degree in Economics, Public Administration, Business Administration, Accounting, Finance, or related topics.
  • A minimum of 7 years working experience with a USAID project or other international development organization is required, with at least 5 of those years managing grants under contract or sub-grants.
  • Familiarity with key USAID grant mechanisms such as RFA and APS. Preferred experience with innovative grant mechanisms for investment.
  • Strong organizational skills and be a proactive and efficient communicator with strong interpersonal skills.
  • Demonstrated ability to build grantee and project staff capacity for grants management and to monitor their performance.
  • The ability to work under pressure with minimal supervision and demonstrate discretion with common sense in discharging assigned responsibilities. Incumbent must recognize the need to consult and seek for help from superiors when in doubt.
