The Economic Mobility Pathways Initiative (EMPI) is a pioneering program that combines refugee resettlement with economic migration. It provides a genuine opportunity for refugees with professional talents to relocate to Canada through established economic channels. Furthermore, it creates a new pool of competent individuals for organizations seeking to fill vacancies.
Modes for Applications to the EMPI
There are two unique modes for applications to the EMPI:
Regional EMPI:
This requires applying through one of three economic initiatives: the Atlantic Immigration Program, the Provincial Nominee Program, or the Rural and Northern Immigration Programme (RNIP). To qualify, applicants must be eligible for one of the aforementioned programs and submit their initial application to the appropriate province, territory, or RNIP community.
Federal EMPI:
This mode allows direct application to the EMPI. It is divided into two categories: job offers and no job offers. Eligibility is determined by meeting the standards for job experience, education, and language ability.
Benefits under the EMPI umbrella
Applicants are eligible for many benefits under the EMPI umbrella, including:
- The applicant and their dependents will not be charged for the application or biometrics.
- Applications are processed and reviewed as quickly as possible, usually within six months. The Interim Federal Health Program provides funding for medical examinations.
- Following application clearance, applicants will have access to the Immigration Loans Program (ILP), which provides assistance with travel expenses, certain pre-arrival services from the International Organization for Migration, and the permanent residence fee.
- The Canadian Orientation Abroad Programme, which is tailored to the EMPI, makes it simpler to adjust to life in Canada.
- Applicants who choose the economic immigration path will also benefit from a faster process and the ability to use a loan to meet their financial needs in Canada.
Individuals can apply for the Economic Mobility Pathways Initiative on their own or with the support of a non-governmental partner. Several partner organizations can help applicants by linking them with Canadian firms and preparing them for a job offer, which they can then apply for through the EMPI.
Partner organizations include:
- TalentLift
- Talent Beyond Boundaries
- Jumpstart Refugee Talent
- RefugePoint
- Hebrew Immigrant Aid Society
- FOCUS Humanitarian Assistance.
- International Rescue Committee
- World University Service of Canada
Applicants must present proof of their current refugee status, which may include:
A positive refugee status determination (RSD) by the UN Refugee Agency or a refugee-hosting country.
If a positive RSD is not available, provide evidence of UN Refugee Agency registration or recording as a person of concern.
A refugee certificate from the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), or proof of registration or recording as a person of concern by UNRWA if one has not yet been obtained.
Proof of temporary protected status and an officer’s determination that no other viable alternative is available.
In the absence of these documents, applicants may request a “trusted partner referral letter” from a partner organization.
Certain partner organizations can give you a referral letter once they establish that you fit the criteria for a convention refugee or a nation-state refugee. These partners include TalentLift, Talent Beyond Boundaries, and Jumpstart Refugee Talent. Other partner organizations can help with the application process, but they are not authorized to provide trusted partner referral letters.
To apply for the federal EMPI based on work experience, education, and language skills, applicants must complete only one form, regardless of whether they have a job offer or not.
Applicants for the regional EMPI application must fill out two forms: one for their preferred economic immigration program and one for the regional EMPI. If eligible, applications can be submitted online using the permanent residence site. If the portal is unavailable, applications can still be accepted via email.
Who can apply through the EMPI?
To be eligible for the Economic Mobility Pathways Pilot, you must meet the following requirements:
- You are a convention or country of asylum refugee.
- You have one of the following documents:
- A legitimate, positive Refugee Status Determination (RSD) from the United Nations High
- Commissioner for Refugees (UNHCR) or a refugee-hosting country
- A document that proves you are a registered or recorded asylum seeker overseas.
- The UNHCR issued a “person of concern” letter to the EMPI.
- If you are being persecuted outside of Canada, there are no long-term solutions in a third nation.
- You are admissible to Canada.
You must also meet the requirements to apply for one of the three participating economic immigration streams.
What is the Application Process for the EMPI?
To apply for an economic immigration program through the EMPI, you must fill out and submit two application forms.
- Apply for one of the following economic immigration programs:
- Atlantic Immigration Program (AIP),
- The Provincial Nominee Program (PNP), or
- Rural and Northern Immigration Pilot (RNIP).
- A second application for the EMPI.
You must submit both of these applications simultaneously.
You can complete these applications yourself or, if you want, have a legal representative do it for you.
