Job Description
The Monitoring & Evaluation Specialist will be responsible for the implementation of all aspects of the programme Monitoring, Evaluation and Learning (ME&L) Plan including data collection, alignment of project activities to the plan, and reporting. As directed by the Chief of Party or their designee, the Monitoring and Evaluation Specialist shall perform, oversee, and support the performance of the following specific tasks
Position Responsibilities
Indicator Data Collection, Verification, and Management
- Develop and maintain a database containing all indicator data for the project by activity and in alignment with the components of the ME&L Plan
- Collect and verify indicator data from all activities, disaggregate data as appropriate
- Attend major project events for data collection
- Maintain version control and change log for ME&L Plan document
Alignment of Project Activities to ME&L Plan
- Support the alignment of all project activities to Performance Indicators, Targets, and Expected Results in the ME&L Plan
- Support setting of monitoring and evaluation targets
- Assist in revising the ME&L and Annual Work Plans as required
Progress Reporting
- Report on progress against indicators and results to technical teams, project leadership, and to the client as requested
- Prepare quarterly and annual report content relevant to progress against ME&L plan
- As needed, alert project leadership about issues with data quality and progress against targets and propose solutions for mitigating risks
Qualifications
- Possess a Bachelor’s degree (B.Sc., B.A., B.Eng./B. Tech., etc.)
- Master’s Degree will be an added advantage
- Minimum of 6 years cognate experience
Required Skills
- Demonstrated experience conducting ME&L work within the region
- High proficiency in Microsoft Office suite, including Word, Excel and Outlook
- Excellent facilitation skills
- Excellent coordination skills
- Fluency in written and spoken English is required
- Ability to respond on short notice and plan and execute several activities at once
- Ability to work under pressure, as part of a team or independently, and meet deadlines consistently
