In 2024, Canada introduced several significant new pathways to permanent residency while also revamping existing programs. These updates aim to streamline immigration processes and attract diverse talent. Below is a comprehensive overview of these changes.

Francophone Minority Communities Student Pilot (FMCSP)

The FMCSP launched on August 26, 2024, as part of Canada’s commitment to enhancing Francophone immigration. This innovative program targets French-speaking international students. It provides them with a direct pathway to permanent residency after graduation.

Participants in this pilot program will receive various settlement services while studying, which enhances their integration into Canadian society.

Eligibility Criteria

To qualify for the FMCSP, candidates must:

  • Hold citizenship from an eligible country.
  • Obtain a letter of acceptance from a participating designated learning institution (DLI) indicating their application under the FMCSP.
  • Enroll in a program that meets the pilot’s requirements.
  • Demonstrate financial capability to cover tuition and living expenses for themselves and any accompanying family members.
  • Reside outside Canada at the time of application.
  • Complete a medical exam (if required).
  • Provide a police certificate (if applicable).
  • Achieve at least a level 5 in all abilities on the Niveaux de compétence linguistique canadiens (NCLC) scale.

Additional documentation may be requested based on the applicant’s location.

Welcoming Francophone Communities Initiative

In 2024, the Welcoming Francophone Communities Initiative expanded significantly. This initiative supports the settlement of French-speaking newcomers in specific communities outside Quebec. Originally, it covered 14 communities. Now, it includes 10 more communities across six provinces.

Under this initiative, the IRCC allocates funding for settlement services, language training, and employment advice. The goal is to help newcomers integrate successfully into their new communities.

Alberta Law Enforcement Pathway

On June 25, 2024, the Alberta Advantage Immigration Program (AAIP) introduced a new pathway for individuals with job offers in law enforcement. This pathway aims to attract skilled professionals to ensure public safety in Alberta.

Eligibility Criteria

Candidates must:

  • Hold a job offer from an employer who is a member of the Alberta Association of Chiefs of Police (AACP).
  • The job offer must be for an eligible occupation, including:
      • Commissioned and non-commissioned police officers.
      • Investigative occupations.
      • Related roles in public protection services.

Since this pathway aligns with Express Entry, candidates must meet all other Express Entry requirements. Alberta has allocated 50 nominations for this pathway in 2024.

Quebec’s Skilled Worker Selection Program

Earlier this year, Quebec announced a significant shift in its immigration strategy by replacing the Regular Skilled Worker Program (PRTQ) with the Skilled Worker Selection Program (PSTQ). This new program emphasizes French language proficiency and aligns with Quebec’s cultural values.

The PSTQ features four distinct streams:
  1. Highly Qualified and Specialized Skills: For workers with French language skills in high-demand occupations.
  2. Intermediate and Manual Skills: Targeting workers with French proficiency in intermediate skill levels.
  3. Regulated Professionals: For individuals in regulated professions requiring licensing in Quebec.
  4. Exceptional Talent: For those with outstanding expertise contributing to Quebec’s prosperity, requiring at least three years of experience before application.

General Eligibility Requirements

To qualify under any PSTQ stream, candidates must:

  • Be at least 18 years old.
  • Intend to settle in Quebec.
  • Be capable of performing the job they are applying for.
  • Sign a Financial Self-Sufficiency Contract, proving they can support themselves and their family for three months after arrival.
  • Obtain a certificate of learning regarding democratic and Quebec values for themselves and any accompanying family members aged 18 or older.

The PSTQ has paused issuing Invitations to Apply until June 30, 2025, with plans to resume thereafter.

PEQ Graduates Stream

The Quebec Experience Program (PEQ) is set for significant updates. This program provides a pathway for international graduates and temporary workers to transition to permanent residency in Quebec. It offers two streams: one for graduates and another for temporary foreign workers.

Starting November 23, 2024, only programs where at least 75% of courses are conducted in French will qualify for the PEQ Graduates Stream. The Quebec government plans to significantly reduce the number of Quebec Selection Certificates (CSQs) issued to PEQ graduates in 2025, from a projected 14,500 to 4,500.

Current Status

The graduate stream of the PEQ is currently paused and will reopen on June 30, 2025.

In-Canada Focus Category

In the Immigration Levels Plan 2025-27, the IRCC announced a new In-Canada Focus Category. This category aims to prioritize applicants already residing in Canada. It is set to allocate 40% of planned admission spaces for 2025 to these candidates, equating to approximately 82,980 spaces.

This category aligns with the federal government’s commitment to prioritize domestic candidates for permanent residency.

Eligibility Criteria

The In-Canada Focus Category includes admissions from the Canadian Experience Class (CEC) and regional pathways. It may also draw from the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). Candidates must have eligible Express Entry profiles and hold valid temporary resident status in Canada at the time of application.

Federal Economic Priorities (Express Entry)

Under the Immigration Levels Plan, the IRCC set a target of 41,700 permanent residency admissions under the Federal Economic category. This category is part of the Express Entry admissions framework. Specific economic priorities for 2025 include healthcare occupations, skilled trades, and French-language proficiency.

Candidates in these priority categories may have a higher likelihood of receiving Invitations to Apply (ITAs) in 2025.

BC’s Entrepreneur Immigration Regional Stream

On June 21, 2024, British Columbia transitioned its Entrepreneur Regional Pilot Program into a permanent feature of its Provincial Nominee Program (PNP). This program, now known as the Entrepreneur Immigration Regional Stream, supports newcomers looking to establish businesses in BC.

Eligibility Requirements

Candidates interested in this pathway must:

  • Establish a new business that aligns with community priorities.
  • Also, show demonstrable business or management experience.
  • In addition, have a personal net worth exceeding CAD 300,000.
  • Moreover, make a personal investment of at least CAD 100,000 in the business.
  • Likewise, create at least one full-time job for a Canadian citizen or permanent resident.
  • Similarly, demonstrate a minimum language proficiency of Canadian Language Benchmark (CLB) level 4.
  • Above all, have legal immigration status in Canada and have been lawfully admitted into their current country.

Nominees can receive a work permit while their application is processed, enabling them to start their businesses promptly.
