Position Summary

The Operations Supervisor is a first-line supervisor coordinating and directing the daily activities of the Operations Division of the Court.

This position provides direct supervision of staff in money management duties, data entry of new case files, and customer assistance on the phone and at the Clerks windows.  

Education, Training and Experience minimum required to proficiently perform the job

  • Education / higher education: High School Graduate or equivalent 
  • Minimum number of years of directly related experience: Three years administrative, management and/or supervisory experience in a Court setting. 

Certifications, Licenses and Registrations

Drivers License requirementInfrequent Driver — Regular Driver’s License     

Note — For any driver, driving record must always meet City driving and insurability standards.

Knowledge, Skills and Abilities required to proficiently perform the job

Knowledge: 

  • Knowledge of City Ordinances involving Traffic, Animal Control, Code Enforcement, and various petty misdemeanor charges.
  • Must be proficient in data entry and have a working knowledge of computer and software applications.
  • Knowledge of basic accounting, clerical and collection techniques.
  • Knowledge of email systems, ability to learn computer applications and systems as needed.   Computer proficiency MS Office Suite and other software.  

Skills: 

  • Must be able to pass a typing test with a minimum of 30 words per minute and operate a 10-key. Money management skills required.  
  • Strong organizational and self-starter skills required.
  • Excellent interpersonal skills. Skilled in personal computers, electronic database access, search, edit, retrieval, word processing software, printers, faxes, copiers and calculators.

Abilities:

  • Ability to read and write in English.  
  • Ability to communicate in clear, concise, tactful and prompt manner both in oral and written communications.
  • Demonstrate sound judgment in resolving problems within the department�s policies and procedures on a daily basis.
  • Maintain confidentiality of all information. Ability to handle multiple projects and meet deadlines.  
  • Work flexible hours for night or Saturday court sessions.

Interaction with Groups/Agencies/Entities: 

Incumbent will interact with all levels of City and Court staff; Law Enforcement Officers, and the general public, including offenders on Probation. 

Authorities and Accountabilities

  • Level of independent decision making: High–incumbent is expected to analyze complex situations and take appropriate action 
  • Budgetary/Financial/Asset accountability: Low — Position is accountable to the Chief Deputy Clerk and cannot make major decisions or obligate the City 
  • Span of control: Responsibility for the assigned workgroup 

For positions that supervise:

  • Approximate number of employees directly supervised: 5 
  • Approximate number of employees indirectly supervised through subordinate managers/supervisors (excludes direct reports): None 

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

  • Supervises the Operations staff.
  • Daily direction in the correct use of court case management system.
  • Responsible for recommendations for annual reviews and recommendations to the Chief Deputy regarding disciplinary actions of Sr. Clerk staff.
  • Assigns work duties for the Senior Clerk staff members.
  • Reviews and approves time sheets for Operations staff.
  • Assists as System manager for the court software.
  • Full security clearance allows for voidance of receipts and changes made with regards to the court software.
  • Trains staff in general office and court procedures for the Operations Division.
  • Data entry on the Justice System software program.
  • Oversees the collection of bonds, fines, and fees as well as reconciliation of individual cash drawers.
  • Responsible for bailiff recruiting and scheduling.
  • Manages and delegates duties for window staff.
  • Liaison to the Rio Rancho Police Department, Animal Control, and Code enforcement for purposes of scheduling Court dates, dismissal of cases, and error resolution.
  • Processes Bond forfeiture Hearings and the issuance of related Bench Warrants.
  • Manages/creates docket for Video Arraignments.
  • Liaison to the Motor Vehicle Division for access to the MVD database.
  • Makes day to day purchases for the Court under supervision of the Court Administrator.
  • Processes daily arrests.

Physical Requirements and Working Conditions

Daily activity level: Primarily sedentary 

Physical characteristics: 

  • Job requires oral and aural communication; job requires reading and comprehension of written materials; job requires normal vision;
  • Must be able to distinguish colors; fine finger manipulation;
  • Grasping with hand, gripping; keystroking or repetitive motion of hands/fingers/arms;
  • Involvement in verbal or physical confrontations;
  • Lifting/carrying/push/pull up to 20 lbs. 

Extraordinary working conditions: 

Must be willing to work flexible hours for night or Saturday court sessions. Work is performed in a court setting and a dress code applies.

The employee may be exposed to hostile or violent situations that arise when dealing with individuals involved in court cases.
