Title: Senior Vaccine Technical Officer

JSI Research & Training Institute, Inc. (JSI) is a non-profit organization established in the United States that focuses on public health. Also, JSI has been providing technical help to health initiatives in over 106 countries for the past 30 years in a variety of technical fields.

JSI is now seeking a Senior Vaccine Technical Officer based in Accra, Ghana, to act as the lead consultant for Phase II of CDC-funded research investigating gender-based interventions to promote routine vaccine uptake in the Kpone Katamanso area.

The project’s goal is to better understand and improve family involvement in immunization decision-making in the home. This will be accomplished by formative research on how Ghanaian families make immunization decisions, as well as related gender barriers and opportunities. Also, The team will create and implement targeted immunization engagement tactics and messaging that emphasize a family-based approach. Community-based actors such as community health workers (CHWs) will engage mothers, fathers, and other influential family members of vaccine-eligible children.

The programs will encourage healthy behaviors that will benefit both routine and COVID-19 immunization. Interventions will be evaluated for their effects on improved family engagement in and endorsement of immunization; immunization knowledge, attitudes, and practices among male caregivers and other family members; and immunization uptake among children.

Responsibilities

Among the specific responsibilities are, but are not limited to:

  • Collaborate closely with Ghanaian EPI at the national and sub-district levels to promote, orient, and participate in program activities.
  • Facilitate introductory meetings at the national and district levels; offer ongoing project updates to stakeholders; and participate in district-level meetings as needed.
  • Serve as an investigator for end-of-project data collection; oversee the data collection firm in-country and coordinate with JSI Ghana and DC (selection, training, data collection, data cleaning, final deliverables to Washington DC); contribute to data analysis, reporting, and dissemination.
  • Lead routine intervention monitoring using data collected during supportive supervision visits; assist health facilities and the district with data analysis and presentation at quarterly review meetings.
  • Ongoing data presentation during internal meetings (JSI/CDC). As indicated in the bullet above, support triangulation of regular data with end-line data.
  • In charge of community intervention efforts.
  • Participate in and support supportive supervision visits and quarterly review meetings; attend community Durbars and/or other community events and support documentation during these activities; offer technical assistance to QIT meetings and attend when possible.
  • Facilitate a 2-day training for community health workers on measures to promote family engagement in partnership with HCD and Gender consultants (and the Washington DC team).
  • Serve as a collaborative writer for final reports, journal articles, and other JSI-determined dissemination items.
  • Lead the design and delivery of end-of-year dissemination events (at the national and district levels), including event site, agenda, and presentations.

Deliverables:

  • IRB protocol update and approval for end-line assessment (collaboration effort by all team members)
  • All meetings (QIT meetings, community durbars, and QRMs) must have an agenda and a list of participants.
  • Support for the end-of-year data-collecting report (details to be agreed upon with a team)
  • Gender-related questions/observations have been added to the supportive supervision checklist.
  • Summary of site visits for supportive supervision (report after each set of visits)
  • Quarterly program data analysis with a PPT presentation
  • Notes from QIT and QRM meetings were obtained (to the extent possible).
  • Presentations at the end of the dissemination cycle and the final report (contributor)
  • Weekly contact with the supervisor (through email and weekly phone calls)
  • Timely and accurate expenditure reports for all trips taken;
  • Trip reports for all trips taken;

Required Qualifications or Experience

  • A Master’s Degree in Public Health, Social Work, International Development, or a related discipline is required, as is at least 10 years of experience in the health or development sectors.
  • A minimum of 5 years of direct experience working with Ghana Health Services on immunization initiatives is required.
  • Excellent skills and prior experience creating and supporting immunization interventions at (sub)national levels in low-resource health contexts (experience with gender-based methods a bonus).
  • Strong expertise in monitoring, evaluation, and learning and implementation research, as well as co-PI experience
  • Delivering technical help or consulting services to social entrepreneurs, innovators, and mission-driven multinational organizations requires a high level of inventiveness, agility, and skill.
  • Knowledge and prior experience working on HCD research methodology, tools, and methods for presenting findings are preferred.
  • Ability to collaborate across teams, operate under pressure, and demonstrate initiative and flexibility
  • Worked with a diverse range of stakeholders, including the Ministry of Health, partners, and frontline healthcare employees.
  • Professional English and Ghanaian language skills are required.
  • Excellent interpersonal communication skills are essential to effectively connect with senior project leadership and partners.
  • Travel inside the country as needed
