POSITION: Director for Enabling Impact Department
International Fertilizer Development Center (IFDC) is a public international organization that operates in 27 countries in Africa, Asia, and America. IFDC takes a unique approach to global food security and poverty by bridging the gap between research and impact, combining science-based innovations, holistic market system development, an enabling policy environment, and strategic partnerships to help farmers and countries identify and scale sustainable agricultural solutions, such as improved nutrient use efficiency.
These strategies are required to improve soil health and crop output while minimizing the environmental impact of fertilizer use. IFDC puts research into practice by implementing locally driven, environmentally responsible, and impact-oriented solutions. We work with our partners to shrink the yield gap, eliminate global hunger, protect the soil on which our lives rely, and build economic resilience in agricultural households and the countries where they live.

Responsibilities
You manage your department’s project and program portfolio as Enabling Impact Department (EID) Director. You aim to rebuild IFDC core capacity in policy analysis for enabling and evaluating impact, establish a functional relationship between the enabling impact department (EID) and all other initiatives and programs, and Improve project/program staff’s ability to measure results and effect consistently and credibly; Ensure all EID initiatives and programs meet contractual deliverables within budget; Support initiative expansion.
- Ensures that individual project leaders work together within and between program departments.
- Implements formal communication and knowledge-sharing systems between departments and projects.
- Provides managerial oversight and assistance for the portfolio of EID field initiatives.
- Ensures that the necessary program or project management framework is in place.
- Communicates regularly with Chiefs of Party/Project Leaders to ensure they receive the necessary corporate support and fulfill their project implementation responsibilities while adhering to contractual obligations, donor requirements, and IFDC policies and procedures.
- Provides regular updates to the VP Programs on the status of departmental projects.
- Creates formal reporting mechanisms for program or project progress.
- Coordinates and encourages teamwork.
- Establish a strong team through open and inclusive communication, as well as empowerment.
- Monitors project activity and financial flows to help Chiefs of Party/Project Leaders in meeting deadlines and staying within budget.
- Before submitting to donors, thoroughly review important project deliverables such as technical progress reports, work plans, budgets, and performance monitoring plans.
- Receives and examines detailed reports on programs or projects from program or project managers.
- Ensures that quality controls are applied to all technical reports and policy briefs to achieve ”excellence” at all management and implementation levels.
Other Responsibilities
- Assists field projects with recruitment and procurement of technical help.
- Hire, train, and motivate young professionals in your department.
- Develops and maintains relationships with appropriate institutions and persons, including project-specific sponsors, grantees, and public or private sector partners.
- Encourages and actively participates in new project development efforts.
- Initiates and determines program goals in accordance with the organization’s strategic objectives.
- Develops programs from beginning to end, including identifying processes, timeframes, and milestones.
- Contributes to the creation and evaluation of initiatives within or added to the managed portfolio.
- Establishes parameters for controlling and managing programs or projects.
- Maintains proficiency in one or more technical specialist areas that are common to field projects in the regions, and offers technical help to field projects as needed.
- Manages the performance of program or project leaders and takes remedial action as warranted.
- Assumes any other responsibilities as assigned by the VP of Programs.
- Attends Program Management meetings, COP meetings, and other relevant platforms as requested.
Qualifications & Experience
- PhD in economics, agricultural economics, or a similar discipline, with at least 15 years of relevant work experience.
- Understanding of the fertilizer policy sector, agricultural output, and market systems is essential.
- A minimum of five years of relevant experience in Africa.
- A minimum of five (5) years of experience in program/project management and development project implementation in Sub-Saharan Africa is required.
- Ability to work in a matrix organization and manage and encourage people who are frequently under pressure to achieve while operating in challenging social and security environments.
- Understanding of budgeting, accounting, project monitoring and evaluation, human resource procedures and concepts, procurement and contracting, and applicable international donor rules.
- Demonstrates effective experience in project development and acquisition.
- A network of relevant African and Asian donors, organizations, and corporate sector partners.
- Demonstrated leadership abilities.
- Possesses a strategic mentality and can manage several responsibilities well.
- Problem-solving abilities.
- Able and willing to travel regularly to project implementation sites.
- Demonstrates high levels of initiative, passion, adaptability, and flexibility.
