POSITION: Evaluation Officer (Decentralized Offices)

FAO’s Office of Evaluation (OED) reviews how well FAO’s strategies, programs, and projects perform globally, regionally, and nationally. The OED Director reports directly to the Director-General and the FAO Programme Committee. The office focuses on providing solid evidence and practical insights that guide FAO’s decisions, strengthen accountability, and improve results.

OED also works with other UN agencies to evaluate the effectiveness of development and humanitarian efforts. OED is looking for motivated professionals who want to make an impact by helping FAO and its partners create meaningful change and move closer to a hunger-free world.

This position is based at the FAO Regional Office for Africa (RAF) in Accra, Ghana.

Essential Outcomes

Developing, designing, implementing, and advocating for the use of evaluations, thus aiding in increased results-accountability to the Director-General and the Governing Bodies, fostering greater organizational learning, and enhancing results-oriented management.

Crucial Roles

  • Creates and implements assessments of projects, programs, and thematic or geographical domains aimed at gauging impacts.
  • Creates assessment reports and associated documents, including briefs, articles, and presentations.
  • Utilizes (and insists upon in others) strict analytical reasoning in overseeing/conducting analyses (both qualitative and quantitative) and producing dissemination materials (reports, papers, journal articles, presentations, etc.).
  • Guarantees the standard of the work performed or overseen, including reports and presentations, and aids in the improvement of evaluations carried out by others.
  • Presents results, conclusions, and suggestions from evaluation reports to appropriate audiences.
  • Encourages the use of assessments so that their outcomes are considered in the design and execution of strategies, programs, and projects.
  • Stays updated on advancements in evaluation methods and aids in creating evaluation methodologies and tools.
  • Actively and effectively contributes to multidisciplinary evaluation teams, frequently collaborating with internal and external partners.
  • Collaborates effectively with other units of the Organization to foster a results-oriented and evaluation-driven culture, while also improving learning from evaluations.
  • Carry out additional tasks as needed

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING

Minimum Criteria

  • Postgraduate degree concentrating on research and evaluation techniques in one of these areas: data science, economics, econometrics, geography, political science, public policy, sociology, or statistics.
  • Five years of pertinent experience in performing and overseeing development evaluations at the global, regional, or national levels.
  • Competent knowledge (proficiency – level C) in English and moderate knowledge (intermediate proficiency – level B) in another official FAO language (Arabic, Chinese, French, Russian, or Spanish).

Technical/Operational Abilities

  • A Ph.D. degree is very sought after.
  • Scope and significance of technical knowledge in directing and implementing impact evaluations (meaning employing designs that rigorously determine causality) and in the design and analysis of panel surveys, as evidenced by a minimum of three articles in peer-reviewed journals.
  • A separate document must be uploaded containing a list of peer-reviewed publications, excluding articles from predatory journals (upload document #1).
  • Demonstrated capability to produce clear and succinct reports and presentations, as shown by a writing sample of an impact evaluation conducted (document #2 to be uploaded), a brief justification/rationale for the chosen writing sample (document #3 to be uploaded), a presentation derived from that writing sample (document #4 to be uploaded), and a cover letter (document #5 to be uploaded).
  • Experience in various locations or sectors, especially in field roles, along with expertise in areas linked to FAO’s objectives (including agriculture, nutrition, emergency and resilience, climate mitigation and resilience, among others), is very favorable – as shown in the CV (document #6 to be uploaded).
  • Analytical abilities and competency in drafting clear and succinct reports in English
