POSITION: OHS Superintendent- Systems & Capacity Building

Job Purpose

The aim of this position is to design, coordinate, and execute the AGAG health and safety management systems at the mine, as well as provide capacity-building programs for workers and management to guarantee adherence to AGA standards, and local laws, and overall maintain the ISO 45001:2018 certification requirements. Moreover, the individual in this position will collaborate with various stakeholders to create and uphold a safety culture focused on the effective development and maintenance of the OHS management system, enhancing capacity, preventing injuries, and promoting continuous improvement.

The individual in this position will also oversee, enhance, and organize all procedures, processes, and capacity-building initiatives related to the OHS Management system for the mine while supporting departments in executing their responsibilities concerning safety capability skill deficiencies and Capacity Building programs to meet the relevant statutory obligations outlined in the Minerals and Mining (Health, Safety, and Technical) Regulation, L.I.2182 2012 and AGAG standards.

Furthermore, the individual in this position will guide their team to achieve quantifiable safety Capacity Building results as part of an ongoing enhancement process, addressing any identified gaps in safety skills and competencies, driving change, and integrating new technological tools to enhance the workforce’s abilities with the appropriate safety competencies for secure and enduring mining operations.

RESPONSIBILITIES:

• Create and execute efficient health and safety initiatives that adhere to regulatory guidelines and industry norms.
• Create and revise health and safety policies, procedures, and guidelines.
• Create and sustain a framework for the reporting, examination, and evaluation of incidents, accidents, and near misses.
• Create and uphold a procedure for evaluating hazards and applying control measures to remove or reduce workplace risks.
• Oversee OHS records to guarantee they are accessible and current.
• Coordinate with the EMS team to confirm that the organization’s emergency response plans and protocols are established and routinely evaluated.
• Guarantee through adherence to all OHS capacity-building protocols and standards, ensuring they are upheld in accordance with ISO 45001:2018 guidelines.
• Guarantee proper adherence to the AGAG safety onboarding and ongoing Capacity-building matrix for the mine.
• Make sure that capacity-building needs assessments for occupational health and safety are conducted in every department of the mine.
• Assist the operational leaders and line management to ensure that OHS-related violations are resolved via suitable capacity enhancement.
• Serving as the central hub for the entire OHS Management system for the mine and safety-oriented Capacity Building initiatives for the mine.
• Organizing and overseeing the resources for the efficient execution and upkeep of the OHS management system and the OHS Capacity Building programs throughout the site.
• Oversee the submission of necessary monthly and quarterly mine-wide reports to regulatory authorities.
• Make sure that all capacity-building protocols and standards are current and completely executed.
• Make certain that OHS Capacity building modules are planned and developed to address the AGA standards and the development needs of the workforce.
• Evaluate the efficiency of the health and safety capacity-building initiative and suggest improvements to the Head of Department.
• Any additional responsibilities that could be given by the Snr Manager-OHS.

QUALIFICATIONS, EXPERIENCE, AND TECHNICAL SKILLS

Qualification: 

• Minimum Health, Safety, and Environmental Superintendent Competency Certificate from the Minerals Commission of Ghana.
• Must possess a Degree in Engineering, Physical Sciences, or a similar discipline from an accredited institution.
• Should possess a fundamental professional certification (NEBOSH Diploma or similar) in Health and Safety.
• Must possess ISO 45001 Lead Auditor Certification from an accredited institution.
• Certified credential in accident investigations.

Experience: 

• Requires 8 years of experience in a Health and Safety supervisory position.
• At least 5 years of experience working in field and technical Safety positions within the extractive sector.
• Should possess a minimum of 5 years of experience in OHS management systems and capacity building within the extractive sector.
• Should possess a comprehensive understanding and practical knowledge of safety rules and regulations.
• Comprehensive auditing abilities and showcase knowledge of Safety Management Systems, particularly ISO 45001:2018 Standards, and their connection with Quality Management Systems, ISO 9001.
• Comprehensive knowledge and comprehension of incident management, enabling the application of this expertise to lead inquiries for moderate or significant events, while also being able to contribute as a team member in major and extreme occurrences.
• Experience as a Trainer/Facilitator in the extractive sector, skilled in providing technical and general OHS training.
• Developing programs for individuals or workgroups.
• Capable of guiding management teams to implement new safety procedures even when faced with difficulties.
• Should possess robust presentation and communication abilities alongside outstanding report writing skills.
• Must have a valid Ghanaian driving license and be capable of showing sufficient skill in driving.
• Outstanding skill in Microsoft applications.
