POSITION: Program Manager 

Job Description

The Clinton Health Access Initiative (CHAI) seeks a strategic Program Manager to lead its efforts in enhancing access to essential health commodities in Ghana. CHAI is a global health organization dedicated to saving lives and strengthening health systems in low and middle-income countries. Our Ghana Sexual Reproductive and Maternal Health program supports the Ministry of Health and Ghana Health Service to reduce high rates of maternal and newborn mortality through focused market shaping, product introduction, and health system strengthening initiatives.

This senior role provides strategic leadership across CHAI Ghana’s commodity access portfolio, specifically for Reproductive, Maternal, Newborn, Child, and Adolescent Health. The Program Manager will conceptualize the overall country strategy, build technical expertise, mobilize resources, and oversee critical workstreams. These include product introduction, evidence generation, market stewardship, and support for local pharmaceutical manufacturing. You will also manage grant operations and serve as a key liaison with major government and regulatory agencies.

Core Responsibilities and Impact

You will drive high-level strategy and provide direct technical oversight to transform market access for lifesaving commodities.

Thought Leadership and Strategy

  • Design and lead CHAI Ghana’s comprehensive strategy for the commodity access portfolio.
  • Provide expert technical advice to government partners on unlocking the healthcare value chain and enhancing local manufacturing.
  • Represent CHAI at national and global technical working groups and high level stakeholder forums.
  • Develop strategic knowledge products to inform policy dialogue and necessary regulatory reforms.

Market Shaping and Analysis

  • Provide critical market intelligence on Ghana’s pharmaceutical manufacturing landscape.
  • Conduct market analysis, value estimations, and quality assessments to enable data driven advocacy.
  • Design assessment tools and lead studies to characterize the pharmaceutical product ecosystem.
  • Identify and support specific market shaping opportunities and pilot interventions to generate local evidence.

Programmatic Support and Fundraising

  • Support the development of national roadmaps and procurement strategies for sustainable commodity supply.
  • Identify and articulate resource needs, then lead efforts to mobilize additional funding.
  • Develop compelling concept notes, proposals, and advocacy materials such as policy briefs.
  • Coordinate with government bodies to integrate CHAI’s work into national health reforms.

Required Qualifications and Experience

  • Candidates must possess a Master’s degree in Public Health, Life Sciences, Health Economics, or a related field.
  • Have seven to ten years of professional experience in health products development, commercialization, stakeholder management, or program leadership.
  • Demonstrate experience working effectively with government agencies, international donors, and development partners in the health sector.
  • Experience managing donor-funded maternal health programs is a strong advantage.
  • Possess deep knowledge of pharmaceutical product introduction, ecosystem enablers, and regulatory requirements.
  • Exhibit exceptional written and verbal communication skills, with the ability to translate complex issues into actionable plans.
  • Show proficiency in Microsoft Office applications and a demonstrated expertise in health financing or systems strengthening.
  • Have the ability to multitask, work independently under pressure, and travel domestically and internationally as required (minimum 30%).
