Is Canada’s Super Visa a Viable Alternative to the PGP?
Parents and grandparents of Canadian permanent residents or citizens can stay with them in Canada for up to two years on a super visa. Super visa holders can stay in Canada for five years and request for a two-year extension from within the country starting July 4, 2022.
A super visa can last up to 10 years (or the remaining validity of their passport), sparing you and your parents or grandparents from reapplying each time they visit.
Your parents or grandparents will be visitors to Canada on a special visa. Visitors cannot work in Canada like permanent residents and citizens.
Is Super Visa A Good Alternative To The PGP?
Is Super Visa a viable alternative to the PGP? Well, the parents and grandparents program reopened on May 21st.
However, this year will be the fourth consecutive year of the PGP, with IRCC selecting qualified applicants from the 2020 pool. This suggests that sponsors in the following years have not yet had the opportunity to enter the PGP application pool to sponsor their loved ones for Canadian permanent residency.
In light of this fact, those who have been unable to sponsor their parents or grandparents now have another option for bringing their loved ones to Canada: the Super Visa. While the Super Visa differs from the PGP, it serves a similar purpose: it allows Canadians to reconcile with loved ones.
Availability
The PGP and Super Visa schemes have drastically different availability.
The PGP is only offered once a year, and its availability has been further constrained by IRCC’s decision to only consider eligible sponsors from the 2020 intake. The program uses a lottery mechanism, which means that applicants from the eligible pool are picked at random when ITAs for PR are distributed.
In comparison, the Super Visa program is open year-round to eligible sponsors, unlike the PGPs lottery method, resulting in a substantially higher average success rate for applications.
Eligibility
Is the Super Visa a viable alternative to the PGP? Both are exclusively open to the parents or grandparents of Canadian citizens or permanent residents. There are no minimum time restrictions for applicants to maintain this status, although sponsors must be Canadian citizens or permanent residents when applying.
Note: While eligible sponsors must initially submit application profiles and candidates for the PGP, the Super Visa requires sponsored applicants to apply independently.
To qualify for the PGP, applicants should:
- Have submitted an interest in sponsoring form on the IRCC’s website in 2020.
- Be a Canadian citizen, permanent resident, or Registered Indian under the Canadian Indian Act.
- Be 18 years or older.
- Live in Canada.
- Meet or exceed the minimum income requirements for this program, and present proof of income to IRCC.
- Sign an undertaking.
- To provide financial support for the sponsored applicant for 20 years. Applicants in Quebec must sign a ten-year undertaking.
- To reimburse social assistance benefits paid to sponsored family members for twenty years.
To be eligible for the Super Visa, candidates must:
- Be outside of Canada at the time of the application.
- Please verify an eligible host, including:
- Applicants must provide proof of their relationship with the host, as well as proof of the host’s Canadian status.
- Proof that the host is 18 years old or older and lives in Canada.
- Proof that the host meets Canada’s low-income cutoff standards.
Both programs do not allow anyone who is medically or criminally inadmissible to travel to Canada.
Immigration outcomes
Those who have their applications granted under the PGP & Super Visa program receive a variety of immigration results.
Successful applicants under the PGP are granted PR status, which allows them to live, work, and settle in Canada for as long as they choose while also granting them access to the majority of the rights of a Canadian citizen.
Successful applicants to the Super Visa program receive temporary resident status, similar to individuals with a work/study permit in Canada. This means that their time in Canada will be limited. Super Visa holders can stay in Canada for up to five years at a time, with the option to extend by an additional two years. This means that these temporary residents can stay in Canada for up to seven years before leaving.
Cost
Is Super Visa a viable alternative to the PGP? Because the immigration outcomes differ, the expenditures of both strategies vary as well.
Note: In addition to application fees, sponsors under the Parents and Grandparents Program must meet or surpass the minimum income requirements for sponsorship, whereas Super Visa sponsors must meet the low-income cut-off.
The PGP requires successful applicants to pay 1.205 CAD for a principal applicant, which includes a sponsorship cost (85 CAD), a successful applicant processing fee, and a right of PR fee (575 CAD).
Furthermore, to include your parent’s or grandparent’s spouse/partner, an additional 1,205 CAD is required, which includes a 635 CAD processing cost and a 575 CAD right of permanent residence fee.
Under certain conditions, applicants may be able to forego the permanent residence charge.
Applicants under the Super Visa program, on the other hand, must pay a cost of 100 CAD for a single/multiple entry Super Visa or 500 CAD for a family of five being sponsored. Applicants may additionally pay an additional 100 CAD cost to extend their stay as a visitor, or a 229 CAD fee to restore their status in Canada, if necessary.
To be eligible for the Super Visa as a family, all family members must apply at the same time and location, and all children must be classified as dependents.
