Hungary Introduces Cultural Exam Requirement for Permanent Residency Applications in 2025

In a significant change to its immigration policy, Hungary has introduced a mandatory cultural knowledge exam for third-country nationals (TCNs) applying for long-term residence. This requirement will take effect in 2025.

All applicants for the National Residence Card or EU Residence Card must now pass a written test. This test evaluates their understanding of Hungary’s social norms, values, and historical context. By implementing this measure, Hungary aims to enhance cultural integration and ensure that permanent residents have a solid grasp of civic life.

What’s on the Hungarian PR Test?

The exam covers six core topics crucial for understanding Hungarian society:

  • Hungary’s national symbols and holidays
  • Significant events in Hungarian history
  • Prominent figures in European and Hungarian literature and music
  • Fundamental institutions
  • Basic citizen rights and obligations
  • Europe and Hungary in everyday life

The test will include 12 questions, with two questions dedicated to each topic. Importantly, candidates must complete the test in Hungarian. They will have three attempts to pass. If an applicant fails all three attempts, they will be permanently disqualified from this residency pathway.

Registration and Costs

To register for the exam, applicants must follow a few essential steps. First, they need to submit a completed official application form. Next, they must provide copies of valid travel documents. Finally, applicants are required to pay a non-refundable exam fee of 20,000 HUF, which is approximately 50 EUR.

This new requirement reflects Hungary’s commitment to fostering a more integrated society. By ensuring that permanent residents understand key aspects of Hungarian culture, the country aims to promote social cohesion and mutual respect among its residents.
