Job Title: Monitoring, Evaluation, and Learning (MEL) Officer

Programme Context

This role is part of the Investments in Forests and Sustainable Land Use (IFSLU2) programme, a major initiative within Palladium’s Climate, Environment, and Natural Capital portfolio. Funded by the UK Government and running for an initial five years (with a potential extension), IFSLU2 aims to transform land use across the tropical forest belt. The programme provides grants and technical assistance to scale sustainable business models that protect forests, restore land, improve agriculture, and enhance livelihoods.

The Opportunity

We are seeking a proactive Monitoring, Evaluation, and Learning (MEL) Officer to join our West Africa regional team in Accra. This is a full-time, office-based role with flexible hybrid working arrangements. You will be instrumental in designing and implementing the MEL strategy for a portfolio of projects and grants. Your work will generate critical evidence on how sustainable land use initiatives impact people, climate, and investment, with a strong emphasis on integrating Gender Equality and Social Inclusion (GESI) principles.

Key Responsibilities

You will support the entire MEL cycle for projects across the region. Core duties include:

First, you will support project selection by helping assess potential impact projections related to land area, finance mobilized, and beneficiaries reached.
You will assist grantees in developing robust Theories of Change, monitoring plans, and results reporting frameworks.
A central focus involves ensuring data collection and analysis are disaggregated to understand differential impacts on women and marginalized groups.
Furthermore, you will undertake field visits to support, assess, and quality-assure project-level MEL activities and data collection.
You will also contribute to developing knowledge products and case studies that capture lessons learned and programmatic impact.
Additionally, you will help deliver MEL training and capacity-building for grantees and colleagues, emphasizing GESI-sensitive approaches.
You will analyze and interpret monitoring data to support adaptive management and inform regional reporting.
Finally, you will collaborate closely with the central MEL and GESI teams to align regional activities with the overall programme strategy.

Experience and Essential Attributes

The ideal candidate is a versatile professional with a solid MEL foundation:

Demonstrable experience in monitoring and evaluation within international development.
Practical knowledge in at least one of these sectors: sustainable land management/agriculture, climate finance mobilization, or sustainable livelihoods.
Proven experience developing Theories of Change and results frameworks.
Hands-on skill in collecting, analyzing, and interpreting gender-disaggregated data.
Experience in qualitative reporting and case study development.
Strong organizational, problem-solving, and project management abilities.
A commitment to promoting diversity, equity, and inclusion in all aspects of work.
Excellent collaborative skills for working within distributed teams.
Full professional fluency in English (written and spoken).

Desirable Qualifications

Direct experience in tropical forestry, sustainable agriculture, or rural economic development programmes.
Familiarity with GIS/spatial analysis or sustainable commodity supply chains (e.g., cocoa, timber).
Experience delivering MEL training and capacity development.
Proficiency in French is a significant asset.

Reporting and Location

The MEL Officer will report to the Regional Manager, West Africa, based in Accra, with close technical collaboration to the central MEL team. This role requires a hybrid work model, with at least three days per week in our Accra office.
