POSITION: Procurement Manager

PROJECT BACKGROUND

The USAID-funded Ghana Fiscal Accountability Strengthening Activity (FASA) will focus on critical sectors of Ghana’s public financial management (PFM) ecosystem to improve public expenditure accountability, transparency, and efficiency.

Following the country’s default in 2022, which drastically increased the cost of living for the majority of Ghanaians, international and local attention focused on the government. Building on earlier reforms, FASA will collaborate with major Ghanaian institutions such as the Ghana Audit Service and the Controller and Accountant General’s Department to improve fiscal accountability at the national and sub-national levels.

POSITION PURPOSE

The Procurement Manager is an important part of the procurement team. S/he will be responsible for ensuring the integrity, fairness, and transparency of procurement processes, as well as adherence to policies, procedures, and controls. The primary function of this role is to handle the procurement of products and services.

The role requires relevant work experience in procurement and contracting across many industrial sectors, as well as contract administration, dispute resolution, interpersonal interaction, and communication management, and investigating/following up on vendor issues. The post necessitates knowledge of the Federal Acquisition Regulations.

The Procurement Manager will be in charge of obtaining and evaluating all procurement-related backup material before submitting it to the Finance Team. S/he will create and distribute solicitations, undertake price/cost/reasonability evaluations, and perform any other related tasks as required.

Key Duties and Responsibilities

Manage Audit

  • Prepare complete backup documentation for procurement purchases and submit to the project’s Finance Team
  • Conduct daily reviews of procurement-related backup documentation to ensure its completeness, correctness, and compliance.
  • Conduct regular spot audits of procurement files.
  • Assist and collaborate in external and internal audits as needed.

Policies and Procedures

  • Ensure the integrity, compliance, fairness, correctness, and transparency in procurement procedures.
  • Ensure adequate competition is achieved, according to DAI policies and procedures.
  • Ensure that DAI/USAID and FAR policies are followed and enforced.
  • Help other project staff get more familiar with and understand the DAI procurement policies and procedures.

Procurement Management Systems

  • Enforce the usage of DAI’s operations and procurement system (TAMIS), and so on.
  • Maintain electronic procurement records and files across several DAI system platforms.
  • As needed, help DAI workers understand how to use procurement systems.

General Acquisition and Procurement Responsibilities.

  • Solicit proposals and estimates from vendors under policies, approved requisitions, and quarterly procurement plans.
  • Monitor, track, and accelerate all project procurement operations as well as the delivery status of products and services.
  • Collect current pricing information independently.
  • Conduct pricing, cost, and reasonableness studies.
  • Help non-procurement workers comprehend the requirements for providing accurate and detailed requisitions, cost estimates, statements of work, or determining other technical specifications.
  • Determine the source selection procedures for complex procurement to ensure compliance.
  • Assist project staff in scheduling meetings, leading conversations, and creating briefings to support the source selection process.
  • Prepare the cost evaluation data and source selection paperwork.
  • Ensure that procurements are approved by the relevant DAI authorities and/or client approvals are secured before awards are made.
  • Conduct market research to find and qualify possible suppliers (and products/services).
  • Ensure that advantageous, ethical, and open supplier relationships are established and maintained under procurement policies.
  • Maintain a procurement file system in the DAI procurement system (TAMIS).
  • Collaborate closely with various home office support personnel.
  • Perform other duties and responsibilities as indicated.

Required Skill or Experience

  • Bachelor’s degree in Business Administration or comparable fields.
  • 8+ years of relevant expertise and escalating responsibilities in procurement at a mid-level firm.
  • Minimum of 5 years experience working in a procurement role for USAID-funded projects.
  • Experience leading and managing the procurement and acquisition components of USAID financed projects, including a demonstrated awareness of applicable procurement-related US Government and Federal Acquisition Regulation (FAR) laws
  • Accuracy in handling vast amounts of data
  • Ability to respond efficiently to time-sensitive demands and queries.
  • Proficiency with Microsoft Office Suite and other necessary software.
  • Demonstrated outstanding problem-solving skills and exceptional customer relations (both internally and internationally); displays solid business judgment and contractual oversight.
  • Excellent organizational abilities with a desire to take the initiative and be proactive in the procurement process.
  • Able to organize and prioritize many concurrent bids.
  • Excellent communication and personnel management abilities, and the ability to relate to individuals at all levels of an organization and from various multi-cultural backgrounds.
  • Also, Organized and self-directed individual with strong technical skills and analytical abilities.

Compensation & Benefits

  • For personnel working in Ghana, the full-time equivalent annual base compensation for this position is estimated to range between $17,442 and $29,652.
  • Part-time employees’ salaries will be prorated based on the actual hours worked. Qualifications, appropriate education, experience, skills, seniority, performance, and business or organizational demands will all be considered before making an actual offer.
  • Employees who meet the eligibility requirements will be able to enroll in medical, dental, and vision insurance, as well as a pension and life and disability insurance plan.
  • Finally, Employees will also be entitled to annual leave (vacation and holidays), sick leave, and parental leave, as well as short- and long-term disability benefits. Detailed information will be provided after a formal offer is extended.
