Job Description
Democracy International (DI) is looking for a Finance and Operations Officer to join their five-year Performance Accountability Activity in Ghana, which is sponsored by USAID. This activity focuses on strengthening civil society oversight and feedback on government performance in public service delivery, as well as assisting government, particularly at the local level, and public service providers in becoming more responsive to citizen demand in providing quality essential services. This is predicated on the idea that citizen action and engagement are essential for ensuring that the government provides quality services with more accountability. This position will be full-time and headquartered in Tamale, Ghana. This employment is solely available to Ghanaian citizens.
The Finance and Operations Officer will provide support and assistance in managing the project’s finances and administration. The officer will also ensure that all financial transactions are correctly documented and carried out in complete accordance with DI and USAID accounting laws, US federal procurement requirements, and generally accepted accounting principles. They will be reporting to the Finance and Operations Manager. The chosen candidate must be a development professional with experience managing finance and administration for US government-funded programs.
Essential Job Duties
- The financial & Operations Officer will collaborate with the DI team to oversee all financial and administration for the Activity’s operations in Ghana. The Finance and Operations Officer reports to the Finance & Operations Manager and is responsible for recording financial transactions, bookkeeping, archiving, and reconciling accounts.
- Conduct timely financial transaction record audits and integrity checks.
- Assist the finance department with all elements of operations and financial records, including bank transactions, tax reporting, bill processing, and vendor payments.
- Work with supervisors to ensure program compliance with USAID regulations and mission orders. Contribute to timely report writing and editing. Track project finances and timelines. Maintain strong relationships with Activity partners to support teams.
- Other comparable obligations DI may properly request.
Required Skill or Experience
Qualifications
- A bachelor’s degree or equivalent in finance, accounting, business management, or any other comparable discipline is recommended.
- Minimum of 5 years of similar experience, particularly in a US Government/USAID project context.
- Strong understanding of Ghana’s VAT and income tax legislation;
- Excellent grasp of English, both vocal and written.
- Knowledge of Microsoft Office, including considerable expertise in Excel;
- Ability to perform effectively in a fast-paced setting with little supervision;
- Excellent interpersonal skills and problem-solving ability.
- Well-organized with great filing and archiving skills.
- Ability to multitask and a strong dedication to fulfilling deadlines.
- A demonstrated commitment to ethics, openness, and accountability in program implementation;
- This position requires proven integrity and attention to detail.
Reporting
This role reports directly to the Finance and Operations Manager.
