ABOUT THE JOB
Creative Associates International is seeking a Director of Programs for a USAID-funded project that seeks to strengthen civil society oversight and feedback on performance in public service delivery and to support government and public service providers to be more responsive to citizen demand in delivering quality essential services.Â

JOB SUMMARY
The Director will work closely with national and community-level stakeholders, including the Government of Ghana; public service providers in the health, education, agriculture, energy, and fishery sectors; civil society; and other key actors. The Director of Programming is responsible for providing technical leadership in the implementation of project activities, provides quality control for the program’s technical outputs, and serves as a technical representative for all consortium members and key stakeholders.Â
RESPONSIBILITIESÂ
- Supervise and manage all aspects of technical implementation through leadership and management of the project
- Lead the project’s programmatic professional by managing, guiding, mentoring, and building the capacity of staff and consortium partners
- Ensure complementarity of activity approaches across objectives
- Work with key actors (local organizations, CSOs, service providers, Government of Ghana, etc.) representatives on technical matters and be fully responsible for activity-supported technical interventions
- Collaborate with the MEL Director and team to ensure programmatic monitoring and evaluation are carried out;Â
- Support the COP in the preparation of annual work plans and ensure technical quality and cooperation with project staff, USAID, and other key stakeholders
- Develop and deliver reports and written documentation related to technical activities to be reported to USAID, including weekly, quarterly, and annual reports
- Develop short-term technical assistance plans and monitor consultant work in the fieldÂ
Qualification and Experience
- A Postgraduate degree in business administration, economics, international development, social sciences, or a related field
- Minimum of 8 years of relevant experience and technical knowledge in areas of governance, social accountability, and/or public administration
- Minimum of 5 years of experience working in Sub-Saharan Africa, preferably Ghana
- Demonstrated experience in management and oversight of donor-funded programs that are of similar scope, size, and complexity to this activity; Â
- Proven ability to lead technical teams and partners to achieve project objectives, including through coaching, mentoring, and technical support
- Knowledge and understanding of the USAID Democracy, Rights, and Government strategy and local capacity development goals
- Experience with adaptive management approaches, collaborating, learning, and adapting (CLA), and collaborating with MEL on donor-funded projects
- Experience effectively managing teams with culturally diverse teams and working with counterparts from other cultures
- Excellent interpersonal skills and teamwork.
- Good communication skills, must be able to make formal and informal presentations both orally and in writing, and produce professional and analytical reports and program documents. Â
