Controller explains non-payment of 4% salary arrears for some GES and GHS Staff

The last two (2) months’ arrears of the 4% salary increment for 2021 was expected to be paid as part of salaries for December 2021.

While this has been processed for all Public Servants on the Controller and Accountant General‘s payroll, only 40% of Ghana Education Service Staff and 20% of Ghana Health Service Staff were paid the afore-mentioned arrears.

This was due to a system performance hitch that was going to unduly delay the payment of

December salaries for the entire Public Servants beyond the scheduled pay date.

In consultation with relevant stakeholders, a decision was taken to truncate the processing of arrears for the 2 Institutions. This was to enable the Controller and Accountant-General to pay the affected staff their basic salaries and allowances on the scheduled date. This decision was taken to avert the possibility of delaying the payment of the entire December salaries and its impact on the festive season.

The Controller and Accountant-General wish to assure all the affected workers that their last 2 months’ arrears resulting from the 49% salary increase will be added to their January salary in 2022.

Any inconvenience caused by this action is very much regretted.

CORE FUNCTIONS

The Controller and Accountant-General’s Department is mandated by the Public Financial Management Act, 2016 (Act 921) to:

  • Receive all Public and Trust monies payable into the Consolidated Fund (done through its staff stationed in all government departments including the revenue collecting ones).
  • Provide secure custody of Public and Trust monies with the support of the Ministry of Finance and Bank of Ghana.
  • Make disbursements on behalf of the Government. This includes the payment of monthly salaries to government employees in active service; pension gratuity and monthly pension payment to those on retirement; and releases of funds to prosecute government projects and development throughout the country.
  • Establish, on behalf of the government, such accounts with the Bank of Ghana and its agents for the deposit of Public and Trust monies
  • Be solely responsible for the opening of bank accounts for any government department.
  • Keep, prepare, render and publish Financial Statements on the Consolidated Fund of Ghana monthly and annually, not later than three months after the end of the financial year. The Auditor-General is furnished with the necessary financial statements for his scrutiny and onward transmission to Parliament and eventual gazetting.
  • Approve accounting instructions for Government Departments.
  • Promote the development of efficient accounting systems in all Government Departments.
