CLOGSAG NEUTRALITY ALLOWANCE: Will it be paid as part of May 2022 salary?

THE BASIS FOR CLOGSAG NEUTRALITY ALLOWANCE

The constitution of Ghana and other enabling Acts requires members of CLOGSAG to be politically neutral in the discharge of their duties. The Civil and Local Government Association of Ghana has its membership at the heart of government business. They range from the presidency, ministries, government institutions and the assemblies. Members are prohibited to hold political positions until they have resigned. It is on the back of this that CLOGSAG negotiated for an allowance as a compensation.

THE PERCENTAGE OF THE PROPOSSED CLOGSAG NEUTRALITY ALLOWANCE

CLOGSAG members demanded a 20 percent political neutrality allowance from the government. Per the negotiation arrived, government is to pay the 20%. This rate of allowance shall be calculated on the basic pay of workers. Deductions are possible on this allowance as it may be taxable.

LATEST DISCLOSURE BY THE EXECUTIVE SECRETARY OF CLOGSAG

In a latest statement signed by the executive secretary of CLOGSAG, he indicated that members should report back to work monday 16th May 2022. According to him, the rationale to step down the industrial strike was based on the fact that their demand has been met. “The rationale to step down the industrial action was based on the fact that the demand for the Ministry of Finance to direct Controller and Accountant General to effect payment of the agreed allowance has been met as on 11th May, 2022” – the statement noted.

Will NEUTRALITY ALLOWANCE be paid as part of May 2022 salary?

The salary pay voucher for May 2022 is ready for validation. Checks has been made by NewsNowGH from the Human Resource Department. We can confirm that there is no such payment being reflected on the system.

THE BOTTOM LINE

The development of no payment of neutrality allowance in May is however of no surprise. The reasons stem from the fact that the statement from the Executive Secretary that called off the strike was completely silent on the timelines of payment. It is then unclear specifically what the fact says.
