Sub-Saharan Africa’s cancer burden is significant and growing. Similar to other low-middle income countries, cancer in Ghana is characterized by late presentation, low access to treatment, and poor treatment outcomes. As a result, cancer in Africa, for example, is more than twice as lethal as in the US. This disparity in mortality is unacceptable, and it is particularly pronounced in pediatric malignancies: while long-term survival rates in the US approach 80%, over 70% of children with pediatric cancers in Africa die.

Delays in access to cancer treatment for patients of all ages result in 80-90% of cases that are in an advanced stage at the time of arrival to treatment. Fewer than 5% of patients, who need chemotherapy or other forms of treatment including endocrine or supportive therapies, receive it. In many LMICs, the small and unpredictable procurement volumes currently observed are not attractive to manufacturers, who find most of their market in wealthy countries. This results in high prices, shipment delays, and a limited response to tenders, forcing countries to procure from lower quality suppliers and resulting in frequent stock outs of essential medicines.

In 2017, CHAI formed Chemotherapy Access Partnerships (CAP) with Pfizer Inc. and Cipla Inc. to expand access to 16 essential chemotherapies that are used to treat breast cancer, cervical cancer, colorectal cancer, and Kaposi sarcoma. The agreements enable sub-Saharan African countries including Ghana, to realize savings of over 50%, while simultaneously switching to high-quality products. This market shaping work, will be complemented by in-country health system strengthening.

CHAI is looking for an Analyst based in Accra, Ghana to support the ongoing work to improve access to cancer treatment for all affected populations, children, and adults alike. The Analyst will work with the Senior Program Associate to support the Government through the Non-Communicable Disease Unit at the Ghana Health Service (GHS) and the Ministry of Health (MoH) to strengthen overall cancer treatment systems. This will include a focus on national policy and coordination, in-country supply planning and execution, hospital capacity building that is focused on quality of care, as well as patient education. Patient tracking, and retention will also be employed to address loss to follow-up on the pediatric cancer access program. This person will provide day-to-day support for the implementation of activities on the workplan and ensure alignment with grant deliverables are met. They will be expected to rapidly learn key technical content and understand the technical resources available to the program, and then serve as an internal resource for support in reaching the program’s goals.

The candidate must have demonstrated communication, and analytical skills; be able to problem solve; and be able to prepare program analysis and reports. The Analyst will work closely with key stakeholders in Ghana to improve the availability of high-quality pediatric medications for cancer and to strengthen treatment institutions aligned with their needs. The Analyst will report to the Cancer Program Associate/Program lead Ghana.

Responsibilities

  • Provide support to participating cancer centers to optimize uptake of the chemotherapies on the CAP program.
  • Map existing cancer-patient support and treatment groups across the country and set up an engagement process including linking identified groups to the cancer control TWG and to raise awareness on all cancer treatment access initiatives.
  • Provide support to the government to develop and implement a framework to expand the CAP program to include additional chemotherapies, manufacturers and expand to other cancer centers.
  • Manage the CAP M&E database ensuring timely tracking and reporting of project indicators to CHAI Senior Leadership team, project partners, Ghana Health Service (GHS) and the MoH.
  • Support the implementation of the paediatric cancer treatment access program including in-country introduction of paediatric formulations included in the access drug list, development, and implementation of capacity building strategy for paediatric cancer infrastructure and service provision.
  • Support the MOH in the building of cancer registries.
  • Provide support on tracking the targets set to strengthen paediatric cancer treatment infrastructure and service provision in Ghana.
  • Contribute to the development of program activity budgets and activity workplans to support implementation and coordination of program activities.
  • Provide support with coordination of logistics for implementation of program activities.
  • Contribute to the development of program reports and external communication materials for the program.
  • Support opportunities to coordinate procurement or information sharing about procurement in country in order to leverage economies of scale and increase commercial attractiveness of responding to tenders in-country.
  • Support CHAI global cancer activities and liaise regularly with the global team to share information and update on the status of activities in-country.
  • Perform any other duty assigned by the Country Director.

Qualifications

We are seeking a highly motivated individual with an ability to think creatively and work effectively in an entrepreneurial environment. This role requires strong relationship management.   • Bachelor’s degree minimum; advanced degree in management, medicine, pharmacy, public health, or other relevant field is an advantage.
  • 3-5 years of work experience in a demanding, results-oriented environment- a background in management consulting, healthcare, pharmacy, supply chain, or a related field is strongly preferred.
  • Excellent quantitative and qualitative analytical skills. Fluency in Excel and PowerPoint.
  • Strong knowledge of quantification and forecasting of drugs and health commodities
  • Strong coordination skills and ability to work with diverse stakeholders
  • Strong communications skills, both written and oral
  • Ability to work independently on complex projects and solve challenging problems.
  • Ability to think creatively, handle ambiguity, and work in a fast-paced environment.
  • Ability to learn on the job quickly and absorb/synthesize a broad range of information.
  • Strong work ethic and flexibility.
