Job Description

Under the direction of the US-based Project Management Director, the Chief of Party manages and oversees the successful implementation of the PMI Evolve Project in Ghana. He or she is also the main point of contact between the project and the local USAID mission, the National Malaria Control Program (NMCP), other government agencies working on malaria control, and other malaria stakeholders in the country.

The COP must provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities. This is to make sure that vector control activities achieve the desired results, are done on time, and stay within budget.

The PMI Evolve Project helps the U.S. President’s Malaria Initiative (PMI) and USAID plan and implement an integrated vector control strategy. The goal is to reduce the burden of malaria while promoting equity to maintain malaria gains. Since 2011, Abt has been working with PMI on integrated vector control.

They have provided high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new ways to manage larval sources (LSM). Also, Abt’s work that is paid for by PMI manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to find out about trends, strategies, and the effects of malaria vector control.

Core Responsibilities

  • Represents Abt Associates and the Project in front of the PMI Advisor of the USAID Mission, the Ministry of Health, the NMCP, and provincial and other key stakeholders.
  • Decisions about the project are made with full authority and responsibility, as given by the US-based Project Director.
  • Sets and follows through on a program strategy that is focused on getting results. This is done in coordination with the project team and with input from USAID, other partners, and stakeholders.
  • Leads the creation and production of all deliverables, such as annual country work plans, semi-annual reports, and End-of-Spray reports.
  • Makes sure that all activities related to country planning, vector control, technical compliance, and other deliverables are done on time.
  • Makes sure that gender initiatives get more women involved at all levels and in all parts of vector control programming and keep them safe.
  • Supervises and helps the Vector Control Manager, Technical Manager, Finance and Administrative Manager, and others as needed.
  • Makes sure that staff, team members, and consultants know what their roles and responsibilities are and follow contract requirements, USAID policies, and Abt procedures.
  • Oversees the creation and timely implementation of monitoring plans for all project activities, and makes sure that the data needed for USAID’s performance benchmarks and results frameworks are collected.
  • Makes sure that project budget projections, spending, tracking, and reporting are in line with USAID and Abt Associates requirements, procedures, and practices.
  • Makes sure that best practices and lessons learned are written down and shared.
  • Keeps in touch with the Abt Headquarters team about project updates, problems, and other general project management issues.

Requirement

  • Bachelor’s degree plus 15 years of experience in the field, or Master’s degree plus 12 years of experience in the field, or PhD plus Ten years of experience in the field
  • Master’s degree (minimum) or a Doctorate (preferred) in Public Health/Health Administration (or another relevant health specialty) or Business Administration. Those with medical degrees are also good candidates.
  • 15 years of experience in international health, with a lot of that time spent on preventing and controlling malaria.
  • At least 5 years of experience as a senior project manager on large health projects or programs in other countries.
  • Management skills that show leadership and the ability to lead and motivate multidisciplinary, multicultural teams of 10 to 50 employees.
  • Experience running a fast-paced, results-driven project with a tight deadline.
  • Significant ability to make and keep working relationships with USAID, ministry officials, and other development partners that are effective and productive.
  • Experience creating and sharing a project’s vision, aligning key stakeholders around that vision, and making sure that vision is translated into program activities that are carried out well.
  • Strong communication skills and the ability to write reports and other business documents in English well.
