Chief of Party at Cardno International Development

Cardno International Development (Cardno ID) brings 30+ years of experience working in Ghana. We have implemented more than 50 development projects in-country for donors including USAID, MCC, FCDO, UN, EU, DFAT, World Bank, and private sector clients. We currently provide Fiscal Agent Services for the Millennium Development Authority’s (MiDA) $498M Compact in Ghana. In this role we provide professional services for fiscal management, budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective, and transparent use of funds.

The USAID/Ghana Fiscal Accountability Strengthening Activity will strengthen the capacity of oversight institutions, integrity systems, and public financial management mechanisms. It will contribute to resolving broader accountability challenges to improve service delivery. It will seek to holistically support institutions such as the Ghana Audit Service, Parliament’s Public Accounts Committee and other oversight agencies while also addressing weaknesses, such as public procurement, that could contribute to corruption. The Activity is also intended to strengthen district assembly and civil society oversight of district financial operations and responsiveness, as well as geo-spatial planning systems for revenue generation in 10 districts in Northern Ghana.

The Chief of Party (COP) will have overall responsibility for the activity. S/he will serve as the institutional liaison and will be responsible for strategic oversight of the project.

Qualifications:

  • Master’s degree in finance, accounting, business administration, public administration, or a relevant social science discipline.
  • Ten (10) or more years of professional experience in public sector auditing and accounting, public financial management, decentralization, governance, social accountability, or public administration, four of which must have been in a managerial or team leader capacity.
  • Regional experience and (or) country knowledge.
  • Experience managing projects in a developing country with a budget of at least $5M.
  • Experience building the capacity of oversight institutions in Ghana such as the Ghana Audit Service, Parliament’s Public Accounts Committee, district assemblies, and civil society organizations, and/or comparable experience with similar institutions globally.
  • Experience working with USAID and/or other donors (e.g., GIZ, World Bank, EU, etc.) in Ghana on programs addressing decentralization, governance, service delivery, public financial management, or fiscal accountability.
  • Experience developing and delivering audit, accounting, or public financial management-related capacity development initiatives, and experience overseeing training teams.
  • A thorough knowledge of USAID and specific understanding of the USAID Democracy, Rights and Governance Strategy and DRG goals under the Ghana Country Development Cooperation Strategy.
  • Knowledge of behavior integration approaches to development, and an ability to incorporate continual learning to employ innovative approaches, assess progress, and adapt programming.
  • Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
  • Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement.
  • The candidate should demonstrate experience working with communities and government counterparts at various levels.
