Canada’s Ambitious Plan to Increase Immigration Levels of Francophones in 2024–2026
Canada’s most recent immigration proposal includes additional Francophones. As a result, the Immigration Levels Plan 2024–2026 aims to attract 31,500 French-speaking permanent residents in 2025. In contrast, 36,000 new immigrants in this category are expected to arrive in 2026.
Canada’s latest immigration plan to welcome more Francophones
Every three years, the Canadian immigration agency announces its immigration targets for admitting a certain number of permanent residents. The immigration level plan divides the desired population of permanent residents into three immigration classes. These include economic, familial, refugee, and humanitarian considerations.
This year’s targets, in particular, must stay consistent in terms of the number of permanent residents in 2025 and 2026.
The overall admissions goal is to welcome 500,000 permanent residents each year.
Although the expected admission targets have risen to a more steady position, a closer examination of the figure reveals that the immigration category has seen progress in admissions over the last two years, as planned for this year.
Which immigration category will see an increase in the number of immigration targets between 2025 and 2026?
The IRCC announced that the overall number of French-speaking PR admissions outside of Quebec will increase by 4,500 in 2026 compared to 2025 expectations. The distinction regarding admissions outside of Quebec is critical since it emphasizes that, unlike other Canadian provinces, Quebec has its own immigration laws, rules, and programs.
It is worth noting that it is the only admissions category where the set target has increased in the last two years of the Immigration Levels Plan. However, the overall admission target of 500,000 remains unchanged for 2025 and 2026. Furthermore, the specified goals are anticipated to remain consistent in the following years.
However, one of the admittance categories that is projected to decline in terms of its immigration targets is “Economic Pilots.” The following three immigration paths are included in this category:
- Rural and Northern Immigration Pilot
- Agri-Food Pilot
- Economic Mobility Pathways Project
This category will be reduced from 14,750 in 2025 to 13,750 in 2026.
The rationale for IRCC’s attempt to welcome a greater number of French-speaking PRs outside of Quebec
The latest strategic paper, “An Immigration System for Canada’s Future,” by Canada explains why the number of French-speaking PR admission targets has increased. The IRCC and the Canadian government present important results and an action plan related to Canada’s new immigration strategy.
The new study outlines the IRCC’s strategy for elevating the status of Francophone minority communities. This proposal includes people who live outside of Quebec.
The IRCC acknowledges that the goal of this action plan is to accomplish its desire to build a thorough and coordinated progressive plan for Canadian immigration. This is an effort aimed at assisting communities.
The IRCC, in particular, declares that its goal is to increase the number of Francophones. This is part of a larger effort to promote regional immigration. Furthermore, it will assist in welcoming communities throughout Canada.
In order to achieve this goal, IRCC will take the following steps:
- Create a new Francophone Immigration Policy to “work toward rebuilding and expanding [the] demographic impact” of Francophone minority communities across Canada.
- Improve activities for promoting and selecting Francophone Permanent Residents.
- Assist in the settlement and integration of Francophone immigrants into minority communities of French-speaking newcomers.
- Set ambitious but attainable goals for increasing Francophone PR admissions on a continuing basis.
Together, these considerations explain Canada’s goal of bolstering and expanding French-language immigration throughout the country, which explains the anticipated increase in the admissions target for this category of new PRs.
IRCC’s tremendous progress in embracing Francophones through the most recent immigration plan
Marc Miller underlined the importance of Francophone immigration in Canada during National Francophone Immigration Week in November 2023. He went on to say that National Francophone Immigration Week allows them to highlight the importance of French-speaking immigrants arriving in Canada.

Candidates for Express Entry who speak French
Express Entry candidates who speak French will be able to receive bonus points under the Comprehensive Ranking System. This will also increase their chances of receiving an ITA for Canadian permanent residence in a subsequent normal draw.
IRCC, on the other hand, has created six new categories for qualified individuals who speak French. This also suggests that qualified immigration candidates who speak French will be eligible for an ITA. This implies the possibility of receiving an Express Entry invitation in a separate draw in addition to ordinary Express Entry lotteries. Higher CRS scores are given more weight in the regular draws.
Through programs like the ones listed above, Canada’s immigration department has effectively encouraged immigration to Francophone minority communities outside of Quebec.
