    Job Description

    Context:

    Under the direct supervision of the Chief of Mission (CoM) in Ghana (resident), Togo and Benin and in close coordination with Project/Programme Managers (PMs), the successful candidate will be responsible for managing, coordinating and providing support to the Country Office (CO) including Benin and Togo on donor liaison, project development and reporting activities.

    Core Functions / Responsibilities:

    1. Manage and coordinate the Project Development, Project Cycle Management (PCM) and Results Based Management (RBM) activities of the CO, develop and implement Capacity Building, training, and advice to project managers on project development, monitoring, donor liaison and reporting requirements. Develop and conduct country level trainings on Project Development, Project Management based on the IOM Project Handbook and RBM principles.
    2. Provide advice on and coordinate the development of project proposals and cross-thematic project ideas, in collaboration with the PMs , RMO, and RTS’s in the regional office in Dakar to ensure that relevant programmes, projects and strategies are results-based and aligned to IOM global and regional, country strategies and frameworks.
    3. Prepare or coordinate the preparation of donor reports and ensure timely submission of reports to donors, in collaboration with relevant RTS.
    4. Establish and maintain strong and regular liaison with relevant authorities, donors, United Nations (UN) agencies, non-governmental organizations, and other stakeholders aiming at coordinating and promoting new activities and facilitating fund raising for new projects/programmes.
    5. Represent IOM at donor, working group meetings, briefings and seminars, and liaise with donors and project partners.
    6. Develop and enhance effective IOM knowledge management at the country level, including project tracking, data capture, analysis, monitoring and evaluation, and information sharing.
    7. Provide advice and expert guidance to field missions in Ghana, Togo, and Benin on how to match potential donor interests, and lead the response to donor calls for proposals, and ensure the complete application procedure.
    8. Ensure the mapping, tracking and dissemination of information on donor priorities, interests, funding trends and relevant opportunities, in collaboration with RTS’s.
    9. Develop, advise on and ensure the delivery of capacity building initiatives to Implementing partners. Assess partners’ capacities during the selection processes. Develop and implement Monitoring tools for partners to closely monitor their activities in the field. Review and approve implementing partner narrative reports.
    10. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Science, International Relations, Economic Development, Humanitarian affairs, Project Management or a related field from an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience in project development and project management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments, donors and international agencies;
    • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment.

    Skills

    • Excellent communication, writing and organizational skills; ability to prepare clear and concise reports; knowledge of monitoring and evaluation;
    • Strong analytical, planning and people management skills; and the ability to establish working relationships with governmental authorities, other national/international institutions, and Non-Governmental Organizations (NGOs);
    • Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
    • Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative, and good judgment;
    • Personal commitment, efficiency, flexibility, drive for results, creative thinking;
    • Good level of computer literacy, including database applications.

    Languages

    IOM’s official languages are English, French, and Spanish.

    External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

    For all applicants, fluency in English and French is required (oral and written). Working knowledge of local language is an advantage.

    Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
