Australia is poised to implement significant immigration reforms in 2025. These changes aim to tackle workforce shortages, promote regional development, and enhance the integrity of the immigration system.

Introduction of the Core Skills Occupation List (CSOL)

In December 2024, the Australian government introduced the Core Skills Occupation List (CSOL). This consolidated list features 456 occupations identified through labor market analysis and stakeholder consultations conducted by Jobs and Skills Australia. The CSOL replaces outdated occupation lists and simplifies the temporary skilled visa program.

The CSOL applies to the core skills stream of the new Skills In-Demand visa. It also affects the Direct Entry Stream of the Employer Nomination Scheme Subclass 186 Visa.

Launch of the Skills In-Demand Visa

Starting December 7, 2024, the Skills In-Demand Visa will replace the Temporary Skill Shortage Subclass 482 Visa. This new visa introduces a three-tiered system based on applicants’ annual earnings and occupations:

  • Specialist Skills Pathway: For individuals with guaranteed annual earnings of at least $135,000. This pathway offers priority processing and a median visa processing time of seven days.
  • Course Skills Pathway: Designed for occupations earning between $73,500 and $135,000 annually. This pathway focuses on a simplified and regularly updated course skills occupation list managed by Jobs and Skills Australia.
  • Essential Skills Pathway: This pathway targets essential skill occupations earning below $30,150 per year. Further assessments are underway to determine its implementation.

Establishment of the National Innovation Visa

Late in 2024, Australia will replace the Global Talent Visa Subclass 858 with the National Innovation Visa. This visa targets exceptionally talented migrants who can drive growth in sectors of national importance. Applicants must be nominated through an approved form by individuals or organizations with a national reputation in their area of achievement.

Expansion of the Permanent Migration Program

For the 2024-25 period, the Australian government has set the permanent migration program planning level at 185,000 places. Approximately 71% of these spots will go to the skill stream. This expansion aims to fill skill shortages, especially in regional Australia, and strengthen family and community ties.

Notably, the Employer-sponsored visa category will increase from 36,825 visas in 2023-24 to 44,000 visas in 2024-25. This change will facilitate a greater number of temporary migrants in securing permanent residency. However, the government plans to reduce international student enrollments in response to housing shortages and infrastructure pressures.

Starting in 2025, Australia will cap new international student enrollments at 270,000. This marks a reduction from 42,600 in 2023. This decision aims to alleviate housing demand and ensure sustainable growth in the education sector.

Enhanced English Language Requirements for Students

To maintain educational standards, Australia will implement stricter English language proficiency requirements for international students in 2025. This measure seeks to enhance the overall quality of education and improve the student experience.
