We are recruiting to fill the following positions below:

Job Title: Women Empowerment Officer (WEE)

Women Economic Empowerment Officer (WEE) for PROSPER II PROJECT.  PROSPER II is a 3-year project that seeks to strengthen the financial inclusion of women in cocoa-farming households, empower women through agricultural and non-agricultural livelihood options, improve nutrition and strengthen the capacity of communities to advocate for more inclusive governance structures. PROSPER II will work in 156 communities in the Western Region of Ghana and associated with Cargill’s supply chain with focus aligned with Cargill’s core pillars of addressing farmer livelihoods, food security and nutrition, and the UN Sustainable Development Goals.

PROSPER II will be operational in 7 cocoa districts – Sefwi-Wiawso, Asawinso, Anhwiaso, Awaso, Debiso, Essam and Asempaneye, all in the Western Region of Ghana. The ultimate aim of the PROSPER project is to improve food security and nutrition and the social-economic empowerment of cocoa farming households.

Job Summary:

  • The WEE Officer will be based in Kumasi and will have overall responsibility in the facilitating and coordination of all VSLA related activities including additional livelihood components of the PROSPER project. He/she will ensure all proposed objectives and targets are achieved concerning VSLA activities including guidance to successful formation of VSLAs, Rapid Appraisal of Income Generating Activities (IGA), Value Chain Analysis, beneficiary training on business/entrepreneurial skills. The incumbent will ensure regular field visits to monitor activities and conduct timely weekly and monthly reporting. The WEE Officer will report to the Project Manager.

Key Responsibilities :

  • Facilitate training and capacity building for beneficiaries and VSLA agents
  • Conduct awareness /sensitization on VSLA and IGA activities among communities and local leaders.
  • Facilitate community vulnerability process in coordination with Monitoring and Evaluation Officer in target communities to define community gaps and provide basis for planning.
  • Develop work plans (Weekly, Monthly and Quarterly) to ensure effective implementation of VSLA related activities as outlined in the detailed implementation plan.
  • Facilitate the identification and/or formation and mobilization of local structures such as VSLA groups, IGA groups, and marketing groups in the villages and district.
  • Facilitate beneficiary identification in consultation with communities and local leaders using set of criteria.

  • Facilitate the identification of village level VSLA agents to enhance community awareness and ownership/sustainability of VSLA approach.
  • Follow up the day to day progress of VSLA groups and make recommendation for improving the project according to activity results
  • Coach, supervise and mentor the village agents for effective facilitation and support of VSLA and Income generating activities.
  • Strengthen the capacity of partners. i.e. local government representatives on VSLA and IGAs
  •  Facilitate and organize exposure or exchange visits and any other events for the beneficiaries to foster learning and experience sharing.
  • Ensure VSLAs social funds is available to those members who face acute stress to act as emergency resource and ensure timely availability of project matching funds.
  • Making sure balanced gender (Men, Women and Youth) in the representation and participation of the project.
  • Liaise with the Program Manager for all decisions related to VSLAs and additional livelihoods and carry out any other duties as may be assigned by the Line supervisor.
  • Work with the M&E Officer to track progress of the savings groups, VSLAs and IGA activities to see if targets set in the annual work plan are achieved.
  • Consolidate/compile monthly, quarterly and annual activity reports and special events showing achievements, lessons, constraints and recommendations which should be submitted to relevant authority at the agreed time

Requirements

  • Bachelor’s degree in Business Administration, Community development, sociology and any other relevant experience in microfinance, livelihoods, IGA and VSLA methodology.
  • At least 2 years’ experience on community development/ training of savings groups, food security agriculture and non-agricultural livelihoods.
  • Excellent facilitating and training skills
  • Working experience in resilience initiatives or programs is highly preferred.
  • Familiarity with principles and practice of savings-led microfinance and with strong awareness of challenges faced by traditional methodologies
  • Practical experience VSLA MIS version 3.0 is an added advantage
  • Clear knowledge of the region of operation is added advantage.
  • Willingness to travel to all project locations on regular basis.
  • Experience in working with Non-Governmental organizations, UN agencies and local communities, local authorities and Local NGOs.
  • Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
  • Ability to work well and punctually under pressure
  • Excellent skills in written and spoken English
  • Working experience in project operational areas and experience with similar assignments.

Job Title: Project Officer (Prosper II Project)

He/She will be responsible for project planning and implementation activities, report writing and any adhoc project activities that may come up.

Key Responsibilities:

  • Ensure systematic and effective implementation of project activities through including but not limited to extensive and regular field visits, and implementing corrective measures to keep the project on the right track for achieving the planned results;
  • Work with M&E to monitor project implementation against work-plan;
  • Work with project team to generate all project reports incorporating data from M&E for review by project manager;
  • Organize regular meetings for the project team members to assess work progress, discuss challenges and constraints, and provide guidance and support;
  • Identify and obtain any support and advice required for the management, planning and control of the project.
  • Liaise with M&E Officer, Communication Officer and Women Economic Empowerment officer for regular documentation of project learning and best practices;
  • Facilitate and organize quarterly District Stakeholder and project team review meetings;

  • Support the PM to design, develop and implement project strategies and plans, ensuring they are in line with the project objectives, strategies and principles, and CARE’s mission and vision;

  • Develop and update quarterly work plans and expenditure plans based on the agreed annual work-plan;

Requirements

  • A good first degree from a recognized university preferably in agriculture, social science, community development, education, Management Information System, Project Management experience
  • Three years post qualification experience in a cocoa community development project management environment
  • Relevant experience in capacity building activities and working with cocoa farming communities, CBOs, traditional institutions, NGOs and public sector agencies

Job Summary

  • The Monitoring and Evaluation (M&E) Officer will be based in Kumasi and will be required to travel to all project communities in Western North Region at agreed periods. The M&E Officer will report directly to the PROSPER Project Manager, based in Kumasi. The M&E Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. He/she will also provide technical assistance to project team in relation to monitoring and reporting.

Key Responsibilities 

  • Responsible for the design, coordination and implementation of the M&E plan of the project.
  • Maintain and operate the management information system of all project training activities that is periodically updated to reflect progress and performance
  • Maintain and operate the M&E Database of the project.
  • Generate and provide required information and data on all variables and indicators (activity, potput,outcome and impact levels) required for preparing regular project implementation and progress reports
  • Implement all M&E processes of the project
  • Use GIS in monitoring and Evaluation to improve the effectiveness and communications of results
  • Support Project Manager to comply with Donor and CARE reporting Requirements
  • Liaise with Field Agents of the project for regular documentation of project learning and best practices
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide the Project Manager with management information she/he may require.
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.

  • Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes and impact.
  • Analyze the impact of projects and promote learning by documentation of best practices. Use this information to support decision-making processes.

Requirements

  • A minimum qualification of a first degree in Statistics, Agricultural Economics, Management Information System or field related to development with experience in field research
  • Excellent knowledge in Economics, Computer Science and Mathematics will be added advantage
  • At least 3 years of proven experience with;The logical framework approach and other strategic planning approaches
  • Experience in M&E methods and approaches (including quantitative, qualitative and participatory), Planning and implementation of M&E systems
  • Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders
  • A good experience in Information analysis and report writing
  • A solid understanding of rural development, with a focus on participatory processes, joint management and gender issues.

He/She will be responsible for leading the communication, media relations and the dissemination of knowledge and success stories through enhanced communication, strengthened knowledge products and publications of the PROSPER project.

Key Responsibilities:

  • Develop and implement communication strategy for the PROSPER project outlining what needs to be communicated (messages) and with whom (targets). The Communication Strategy should be informed by CARE’s Accountability requirements.
  • Appropriately package and disseminate communication materials that convey the scope and breadth of work of PROSPER with farmers, communities and partners and its impact for a variety of audiences identified in the communication strategy
  • Facilitate development communication with stakeholders and partners by employing communication mechanisms to foster dialogue, share information to empower communities and encourage attitudinal and behavioral changes
  • Create platforms for media to engage with duty bearers on follow up issues the project has raised with MMDAs
  • Explore appropriate communication channels and mechanisms to disseminate IEC materials at National, Regional, District and Community levels.
  • Work with project team to produce and disseminate project learning materials, brochures, leaflets and other materials for wider reach and target groups using appropriate channels and mechanisms
  • Support other officers on the project to manage and update project management information system.
