POSITION:Â Senior Transport Engineer
THE BANK
The African Development Bank was created in 1964. It is the main development organization in Africa, working to improve the economy and social conditions across the continent. It has 81 member countries, with 54 located in Africa. The Bank provides financial help and technical support for projects to help reduce poverty by fostering sustainable and inclusive economic growth. To focus its efforts from 2024 to 2033, the Bank has identified five important areas called the “High 5s”: energy, agriculture, industrialization, regional integration, and improving people’s quality of life in Africa.
THE COMPLEX
The Vice Presidency for Private Sector Infrastructure and Industrialization supports the Bank’s mission to develop the private sector, improve infrastructure, and boost industrialization. Its main tasks include:
- Creating a better environment for the private sector and financial development to promote inclusive growth.
- Supporting the building of reliable infrastructure, including urban development.
- Focusing more on industrial and trade performance to help change Africa’s economy. The Complex works with knowledge, co-financing, and partnerships to attract private investments and collaborate with governments to reach the Bank’s goals.
THE HIRING DEPARTMENT
The Infrastructure and Urban Development Department (PICU) helps Bank member countries by providing loans and grants for transport projects and programs. It also offers advice to help create and implement transport policies and strategies to ensure best practices are followed. The department aims to improve infrastructure and urban areas in Africa by developing interventions that can be financed by the Bank at regional, national, or continental levels.
THE POSITION
The Senior Transport Engineer will help implement the Bank’s vision for transport infrastructure and services.
The main goals of the job include:
- Contributing to developing transport infrastructure and understanding its role in national development.
- Helping to prepare, supervise, and implement transport sector projects in Ghana.
- Participating in discussions with other organizations and partners about the transport sector.
- Raising funds and seeking opportunities for specific activities in the transport sector.
- Advising national authorities on future transport investments by the Bank.
- Collaborating with transport specialists and economists to share knowledge and ensure best practices are included in projects.
KEY FUNCTIONS
The Senior Transport Engineer, under the guidance of the Division Manager PICU5, will:
- Help develop transport sector policies and strategies in the Bank and member countries, in consultation with relevant governments and partners.
- Advise the Ghana government on policy and institutional reforms in transport, focusing on planning, asset management, and private sector involvement.
- Engage in country and regional programming activities, addressing key transport sector issues.
- Conduct analysis to support project design in the transport sector.
- Assist in creating a program for transport projects and provide technical advice on aspects like roads, ports, airports, and railways.
- Identify projects for the Bank’s lending program and create project concept notes.
- Help member countries prepare feasibility studies and supervise consultants working on projects.
- Prepare reports on transport projects addressing technical, economic, and social aspects.
- Monitor ongoing transport projects and assist in procurement processes according to Bank rules.
- Participate in project reviews and write related reports.
- Lead project completion missions and gather data for final reports, sharing lessons learned for future projects.
- Manage procurement and ensure compliance with Bank guidelines and loan agreements.
- Join discussions in your field and work with donors.
- Help countries understand the funding needs of the Bank Group.
- Be a main contact for government officials and the Bank’s spokesperson in transport.
- Negotiate important policy and reform issues with borrowers and others.
- Work with other development partners and regional countries to ensure everyone is on the same page and share experiences for better practices.
- Share and promote best practices in transport, covering various related topics.
- Keep up with the latest trends and issues in the transport sector, including policy, planning, construction, and regulations.
- Support agency leaders with expert advice on transport projects and Bank procedures.
- Help raise awareness and build knowledge about transport issues.
Qualifications
- A Master’s degree in Civil or Transportation Engineering or a similar field.
- At least five years of experience in the transport sector, focusing on policy, financing, construction, and project management.
- Ability to use technical skills to help teams and stakeholders in developing transport policies.
- Good understanding of project management and the steps involved in it.
- Experience in handling complex transport project design and implementation aiming at reducing poverty.
- Strong knowledge of roads and transportation regulations.
- Good decision-making, teamwork, and self-motivation skills.
- Ability to discuss policy issues and find solutions with governments and other stakeholders.
- Proficient in spoken and written French; knowledge of English is a plus.
- Familiarity with Bank software like Word, Excel, Access, and PowerPoint; knowledge of SAP is also beneficial.
