About the Role

As a Senior Product Manager, you will provide strategic product leadership to a Health and Human Services Delivery Center. You will own the product vision and roadmap, guide execution across multiple teams, and ensure that solutions align with both policy goals and real user needs. You’ll work closely with stakeholders across government, IT, vendors, and delivery teams to turn complex requirements into impactful digital products.

Key Responsibilities

Drive, refine, and execute a strategic product roadmap aligned with HR1 mandates
Define product vision, milestones, and success metrics aligned with program goals
Lead cross-functional teams to identify problems, assess opportunities, and deliver solutions
Translate policy and administrative goals into effective digital products
Facilitate discovery and planning through interviews, workshops, and process modeling
Serve as a bridge between business, IT, vendors, and delivery teams
Ensure alignment between technical solutions and business objectives
Develop and improve policies, procedures, and standards to enhance quality and efficiency
Use user research, analytics, and insights to guide prioritization and decision-making
Synthesize research and complex information into executive-ready recommendations
Oversee and coordinate work across multiple vendor teams

Required Skills & Experience

5+ years of experience in technical or strategic product management
Strong experience working with government systems and complex enterprise environments
Experience delivering systems for Health and Human Services or benefits programs such as Medicaid, SNAP, TANF, and Unemployment Insurance
Proven ability to lead cross-functional teams and manage complex stakeholders
Experience with legacy systems and complex data structures
Strong communication skills (written, verbal, and visual)
Excellent facilitation, stakeholder management, and leadership skills
Experience managing multiple vendors
Comfortable working with teams new to Agile and user-centered design
Strong bias toward execution, delivery, and measurable outcomes
