USCIS Rolls Out New Citizenship Civics Test Starting October 20, 2025

The U.S. Citizenship and Immigration Services (USCIS) is launching a new civics test for naturalization applicants on October 20, 2025. This updated exam features 20 questions, requiring a minimum score of 12 to pass. Long-term residents over 65 years old can still take a shorter version of the test.

This change is part of USCIS’s efforts to enhance the naturalization process and improve how applicants are evaluated.

Understanding the Civics Test and Its Importance

The civics test assesses your understanding of U.S. history, government, and fundamental rights. This test is crucial for anyone seeking to become a U.S. citizen. It demonstrates that applicants grasp core democratic principles and responsibilities. USCIS uses this evaluation to ensure that new citizens can engage fully in American civic life.

Who Must Take the New Test?

If you submit your naturalization application (Form N-400) on or after October 20, 2025, you will take the 2025 Civics Test. Applicants who file before this date, even if their case is still pending, will continue with the existing 2008 Civics Test. This cutoff date is essential, as it means those in the process won’t need to switch tests midway.

What to Expect from the 2025 Civics Test

The new civics test will be an oral examination. Applicants will answer 20 questions selected from a pool of 128 possible civics questions. To pass, you need at least 12 correct answers. There are specific rules:

  • If you achieve 12 correct answers before all 20 questions are asked, the test will conclude.
  • If you miss 9 questions, the test will also stop, and you will not pass.
  • This approach simplifies the process and avoids unnecessary questioning.

Special Provisions for Older Applicants

USCIS has reserved a special provision for long-term residents aged 65 or older who have been permanent residents for at least 20 years. These applicants will take a shorter civics exam, answering 10 questions selected from a smaller pool of 20. They only need to answer 6 correctly to pass, regardless of whether they apply before or after October 20, 2025.

Other Recent Changes in Naturalization

The new civics test is not the only update to the naturalization process. USCIS has implemented additional changes in recent months, including:

  • A more comprehensive review of “good moral character,” a critical factor in determining eligibility.
  • The reinstatement of neighborhood investigations, where certain applicants may undergo background checks that extend into their communities.

These changes indicate a more rigorous review process for naturalization applicants.

Preparing for the Civics Test

To support applicants, USCIS has revamped its Citizenship Resource Center with updated study guides and materials for the 2025 test. These resources are free and available online, providing a straightforward path for preparation.

Additionally, USCIS will maintain access to the 2008 study materials for applicants still eligible for the older version. This dual approach ensures that all applicants can prepare effectively without confusion.

Conclusion

The introduction of the new civics test signifies USCIS’s commitment to maintaining a robust and fair naturalization process. By preparing adequately and understanding the requirements, aspiring citizens can navigate this important step toward citizenship with confidence.
