The Merit Scholarship Program for Foreign Students (PBEEE) for the academic year 2026–2027 is a prestigious initiative launched by the Fonds de recherche du Québec (FRQ) to encourage exceptional individuals from across the globe to engage in postgraduate studies and research within the vibrant province of Quebec, Canada. This program, which receives funding from the Ministry of Higher Education in Quebec (MES), is managed by FRQ-Sector Nature et Technologies.

The PBEEE is designed to attract and support the brightest international talent, aiming not only to enhance the academic landscape of Quebec but also to foster a rich environment of cross-cultural collaboration and knowledge exchange. By providing scholarships to outstanding foreign students, the program seeks to bolster the internationalization of research efforts and strengthen academic ties between Quebec institutions and their counterparts around the world. This creates an enriching ecosystem for both international scholars and local communities, ultimately contributing to the advancement of global research and innovation.

Scholarship Coverage

The PBEEE scholarship provides substantial assistance at various stages of education and research. In addition to the primary funding, beneficiaries receive tuition waivers for international students and health insurance through Quebec’s RAMQ. The financial bundle consists of:

  • Research Scholarships for Master’s (VM): CAD 20,000 per year, totaling up to CAD 40,000 for two years.
  • Doctoral Research Scholarships (V1, 1B, 1C, 1I, 1IS, 1W): CAD 25,000 annually for a maximum of 9 sessions, with a potential extension of CAD 12,000 per session for an additional 3. Limit: CAD 87,000.
  • Postdoctoral bourses (V2, 2B, 2C, 2I): 35,000 Canadian dollars every year (non-renewable).
  • Short-term Research/Professional Growth (V3, 3B, 3C, 3I, 3IS, 3W): CAD 3,000 monthly, for a duration of 4 months (totaling a maximum of CAD 12,000).

Alongside the global stream, the program features unique elements for students from Brazil, China, India, Israel, and Wallonia (Belgium) as part of international collaboration agreements.

Eligibility Requirements of Scholarship

  • Available to non-Canadian citizens who are not permanent residents of Canada and have yet to apply for permanent residency.
  • Candidates must be pre-approved by a Quebec university, the CCTT Network, or the China Scholarship Council (for candidates from China).
  • Qualified for Master’s, Doctoral, Postdoctoral, or brief research/professional development programs, based on the selected path.
  • Applicants are required to adhere to the FRQ’s Common General Rules (CGR) along with the specific regulations of the PBEEE program.
  • The main criteria for selection are academic excellence and the potential for substantial research contributions.

Timeline for Submission of Applications 

  • Preselection process by universities in Quebec and the CCTT Network: October 23, 2025 (4:00 p.m. EST).
  • Deadline for FRQ applications (for selected candidates): December 2, 2025 (4:00 p.m. EST).
  • Submissions from CSC (China Scholarship Council) applicants: March 31, 2026.
  • Announcement of results: April 2026.
  • Start date for the scholarship period: Between May 1, 2026, and January 15, 2027.
