Improving Settlement Services Across Canada

Every day, diverse immigrants arrive in Canada. Settlement services help immigrants integrate into Canadian society by providing information and support to help them thrive and feel at home.

From January to May 2019, the House of Commons Standing Committee on Citizenship and Immigration examined settlement services to identify areas for improvement. Immigration, Refugees, and Citizenship Canada (IRCC) partners with employers, sponsors, and settlement agencies to offer settlement services. The Settlement Program is the largest in IRCC, with over 500 groups supported to offer settlement services. Different requirements of newcomers are reflected in the services given, including language training, employment services, and mental health help.

Local settlement services will be created to suit national objectives. Recognizing that best practices can be shared for assessment, programs must be tailored to community resources, provincial/territorial backing, and local organization capabilities. Also, without consistent funding, settlement service providers cannot properly create programming or keep staff. The federal government should collaborate with stakeholders to develop national criteria, prioritize, multiyear funding, and customize settlement programs based on local conditions.

This paper suggests federal government efforts to enhance settlement services nationwide, including rural areas, and international initiatives. The Committee proposes sharing Canadian settlement service best practices with other nations under the Global Compact for Migration and Global Compact for Refugees. The Committee suggests improving interpretation service coordination with all levels of government in Canada. Expand mobile settlement services and digital tools in rural and remote locations to help communities recruit and retain immigrants.
