Job Title: Consultant – Program Impact & Financial Strategies Evaluation

Job Description

Rural Aid Alliance Foundation (RAAF) stands as a dedicated nonprofit organization with over two decades of service, focused on transforming lives in Ghana’s marginalized regions. We empower communities through critical initiatives in healthcare, education, local governance, and economic inclusion, with special attention to women, youth, and persons with disabilities. Our work spans the Western, Western North, and Central Regions, including some of the most deprived coastal districts.

To enhance our accountability and strategic learning, we are seeking an experienced Evaluation Consultant to conduct a comprehensive assessment of two major programs: the HIV Epidemic Control Activity and the Civil Society Strengthening Fund (CSSF). This consultancy will provide vital insights into program impact, operational effectiveness, and financial efficiency to guide our future direction and ensure value for money.

Role Overview

The consultant will perform an in-depth, independent evaluation of the design, implementation, and outcomes of the specified interventions. The findings will inform strategic decisions, improve program delivery, and strengthen donor reporting. This assignment involves fieldwork across multiple regions and engagement with diverse stakeholders.

Key Responsibilities

Conduct a thorough desk review of all relevant project documents, financial records, and progress reports.
Design and implement a robust mixed-methods evaluation methodology, including field data collection in the Western, Western North, and Central Regions.
Interview key stakeholders, including implementing partners, community beneficiaries, and local government representatives.
Assess program performance against established goals, indicators, and donor expectations.
Analyze budget utilization, cost-effectiveness, financial management systems, and overall value for money.
Produce a high-quality, evidence-based evaluation report with clear, actionable recommendations for program improvement and sustainability.

Your Profile and Qualifications

Essential Requirements:

A Master’s degree in Public Health, Monitoring & Evaluation, Development Studies, Economics, Finance, or a related discipline.
Minimum of seven years of professional experience conducting external evaluations for NGOs, development agencies, or donor-funded programs.
Proven experience evaluating social development, public health, or civil society strengthening initiatives.
Strong expertise in financial analysis, organizational assessment, and value-for-money methodologies.
Excellent analytical, report writing, and stakeholder facilitation skills.
Fluency in English; proficiency in relevant local languages is an advantage.
