Express Entry 2024 for Skilled Workers & International Graduates | MPNP, BCPNP, PEI, AAIP

Through Provincial Nominee Programs, several Canadian provinces opened their doors to prospective immigrants this past week. Draws were held in British Columbia, Quebec, Alberta, Manitoba, and Prince Edward Island to solicit applications for provincial nomination from skilled laborers and graduates. The PNP of each province is customized to meet the demands of the local labor market and demographics.

This week, applications for provincial immigration have been extended to five provinces: Prince Edward Island, British Columbia, Quebec, Alberta, and Manitoba. Except for Nunavut and Quebec, all Canadian provinces and territories use regional immigration processes known as Provincial Nominee processes to choose applicants for economic immigration.

The goal of these initiatives is to assist each participating province and territory in welcoming talented immigrants who, in the opinion of their local government, can most effectively handle labor market needs and demographic concerns.

Provincial Immigration Results from April 27th to May 3rd

On April 30, 2024, British Columbia held two provincial immigration draws. The British Columbia government sent out 47 invitations in a general draw for the British Columbia Provincial Nominee Program. In keeping with the format of all previous General BC PNP draws this year, candidates were taken into consideration from each of the subsequent streams:

  • Skilled Worker Express Entry – British Columbia Option
  • International Graduate
  • International Graduate – EBC option
  • Entry-level and Semi-Skilled

A minimum score of 131 was necessary for the invitation to all but one of these streams, except the Entry-level and Semi-Skilled applicant groups (minimum score of 107).

In addition to the main draw, BC held four more drawings in which it expressly invited candidates from the skilled worker stream in the International Graduate Streams, including the EBC option. Invitations were sent to candidates in the following four occupational groups. These are the precise breakdowns of the numbers:

  • 9 invitations were issued to candidates in Child Care Occupations (minimum score of 91)
  • Also, 9 invitations were issued to candidates in Construction Occupations (minimum score of 93)
  • In addition, 9 invitations were issued to candidates in Healthcare Occupations (minimum score of 100)
  • Less than 5 invitations were issued to candidates in Veterinary Care Occupations (minimum score of 80)

Quebec PNP

Only Quebec, one of the two provinces that releases its provincial immigrant drain data retrospectively, has just released the outcomes of two different draws. On April 11, 2024, the first of these two draws took place. 1,036 people were invited by the province to apply for permanent selection in this draw.

Note: The Minister of Immigration Francization and Integration (MIFI) is in charge of immigration in Quebec. On April 8, 2024, a drawing was held from the Arrima Bank in Quebec for this batch of invites. During this draw, candidates had to satisfy both of the following requirements to be invited;

An oral French skill level of seven or higher, as determined by the French proficiency level scale for adult immigrants in Quebec, or its equivalent. The Echelle Quebecoise des niveaus de compétence en français is the name of this scale.
Have a legitimate employment offer from anywhere outside the boundaries of the Montréal metropolitan commune

Furthermore, individuals whose occupations were included in one of two grouped lists of National Occupation Classification codes received invitations during this draw. The website of the Quebec government has more information about the particular NOCs that were invited.

Note: applicants with an NOC in occupation group 1 had to receive at least a 536, whilst candidates in occupation group 2 had to receive at least a 606.

April 25th Draw

An additional 1,415 individuals were invited by Quebec to apply for permanent selection on April 25. On April 22, 2024, a drawing was held to select the invitations for this round of invites. Candidates had to fulfill the following three requirements to be considered for this draw:

  • An oral proficiency in French of level seven or above, as determined by the Échelle Quebecoise des niveaus de compétence en français
  • Own a legitimate job offer from anywhere outside the boundaries of the Montréal metropolitan commune
  • A minimum of 598 points is required.
Next Steps

Those who were invited by the Quebec government may now apply for a Quebec Selection Certificate. If an applicant for immigration is planning to settle in Quebec, they must have this certificate before submitting an application to the IRCC for permanent residence.

Alberta

Other than Quebec, only Alberta publishes the results of its provincial immigration draw retroactively.

Alberta PNP

The province performed a draw on April 17, 2024, and the results have been made public by the Alberta Advantage Immigration Program (AAIP). 49 Notifications of Interest were sent by the AAIP to individuals who qualified for its special healthcare track during this draw. For the Alberta job offer category, each of these applicants needed to have a CRS score of at least 302.

Manitoba

Manitoba released updated PNP draw results on April 30. In compliance with the specific immigration measure for Ukraine implemented by the provincial administration, this particular draw was devoted to welcoming immigration candidates. The Manitoba Provincial Nominee Program sent 451 Letters of Advice to qualified candidates to apply for this special immigration measure during this draw.

On May 2, Manitoba held another draw in which candidates were invited from three streams. first in a stream dedicated to a certain occupation among skilled workers in Manitoba. In 488 letters, the MPNP encouraged applicants to apply. The eligible candidates listed below received these letters. Individuals who hold the subsequent NOC 2021 occupations:

  • 33102: Nurse Aides, Orderly and Patient Service Associates
  • 60020: Retail and Wholesale Trade Managers

Those with occupations under the following NOC 2021 sub-major group:

  • 731: General construction trades

Those with occupations under the following three NOC 2021 major groups:

  • 12: Administrative and financial supervisors and specialized administrative occupations
  • 14: Administrative and financial support and supply chain Logistics occupations
  • 22: Technical occupations related to natural and applied sciences

Apart from the aforementioned, 66 letters were sent by the MPNP to candidates who met the requirements for the province’s International Education stream. For these applicants, there was no stated minimum score criterion. Ultimately, 26 individuals received letters from the PNP under the Skilled Worker Overseas stream. To be considered, these contenders had to receive a minimum score of 796.

Note: Of the 941 letters sent out on May 2, 181 were delivered to applicants who confirmed they had a valid job seeker validation code and Express Entry profile number.

Prince Edward Island

Candidates in the construction and healthcare industries received six invites from the PEI Provincial Nominee Program on May 2. These latest invitations are indicative of provinces in Canada’s continued efforts to draw in and assimilate skilled immigrants who may boost local economies and communities.
