Quebec Launches Temporary Work Permit for Skilled Workers Waiting on PR Selection

Only after receiving that certificate can they move forward to the federal permanent residence stage. Work permits sometimes expire before the province completes its selection decisions for applicants.
To address this timing mismatch, Quebec established a one-year employer-specific permit extension. This extension allows beneficiaries to remain legally employed by the same employer.
Who Can Apply for the New Work Permit?
This temporary policy applies only to workers actively progressing through Quebec’s selection system. Eligible applicants must meet three specific conditions to qualify for the extension.
- First, they must have applied under Quebec’s Skilled Worker Selection Program.
- Second, they must have received an invitation to submit a permanent selection application.
- Third, their employer-specific work permit must expire between March and December 2026.
The existing permit must have been issued under designated federal temporary worker programs. Accepted programs include the Temporary Foreign Worker and the International Mobility Programs. If all criteria are satisfied, applicants may request a new permit for up to twelve months. The new permit remains employer-specific and ties the worker to the same employer.

Workers must submit their requests online through IRCC’s official application portal. Quebec set a firm deadline to ensure the timely consideration of eligible applications. All eligible workers must apply no later than December 31, 2026, to participate. Missing this deadline will make applicants ineligible for the temporary measure.
