Position Overview

  • Job Grade: Assistant Manager
  • Reports to: Finance Manager

We seek a qualified and experienced Finance Assistant Manager to coordinate and manage the general accounting function within our finance department. The successful candidate will maintain the accuracy, integrity, and completeness of ledger accounts and financial statements. You will provide management with accurate and timely accounting information essential for effective decision-making. Furthermore, you will implement effective financial policies, procedures, and systems in agreement with the Finance Manager and Managing Director. These must comply with corporate reporting guidelines and legal or fiscal regulations. You will also serve as the primary contact for internal and external auditors, overseeing the audit process from planning through completion.

Key Deliverables

Financial Reporting and Controls

  • Maintain the integrity, accuracy, and completeness of the General Ledger and subsidiary ledgers.
  • Prepare monthly, quarterly, and annual financial statements in line with IFRS and company reporting guidelines.
  • Prepare management accounts with variance analysis and segmental reporting for cost centers, profit centers, and product lines.
  • Ensure all accounting policies and procedures comply with Ghanaian laws, IFRS, and internal controls.
  • Prepare quarterly balance sheet reconciliations and support schedules.

BDC and Petroleum Sector Finance Operations

  • Manage financial processes related to petroleum product procurement, stock movements, depot transactions, and product sales.
  • Monitor and reconcile product margins, marketing commissions, lease rentals, deficits, and dealer accounts.
  • Support documentation and financial processing of petroleum import transactions, Letters of Credit, and trade finance facilities.
  • Liaise with depots, transporters, and marketing teams to ensure accurate recording of product volumes and financial transactions.
  • Ensure compliance with reporting obligations to the National Petroleum Authority and other petroleum sector stakeholders.
  • Monitor and manage foreign exchange exposures relating to petroleum imports, supplier payments, and trade finance transactions, including exchange rate impact analysis and FX gain or loss reporting.
  • Support fuel pricing analysis and petroleum margin modelling, including tracking landing cost components, regulatory price build-ups, and margin performance.

Cash Flow, Treasury, and FX Management

  • Prepare and monitor cash flow forecasts and funds flow statements.
  • Ensure prompt banking of receivables and monitoring of dealer and customer balances.
  • Support relationships with banks regarding trade finance, Letters of Credit, guarantees, and other banking products.
  • Support treasury activities, including foreign currency funding, FX transactions, and exchange rate risk monitoring.
  • Assist in managing USD and other foreign currency accounts used for petroleum import transactions.

Fixed Assets and Inventory

  • Maintain the Fixed Asset Register and ensure reconciliation with the General Ledger.
  • Conduct annual physical asset verification and resolve any discrepancies.
  • Support inventory reconciliations relating to petroleum products and operational assets.

Statutory Compliance Ghana Focus

  • Ensure compliance with Ghana Revenue Authority requirements, including VAT, NHIL, GET Fund Levy, Withholding Tax, Corporate Income Tax, and PAYE.
  • Manage SSNIT contributions accurately and promptly.
  • Fulfill all NPA regulatory reporting requirements.
  • Assist in preparing and filing tax returns and statutory reports.
  • Support external and internal audits while liaising with auditors and tax consultants.

Systems and Process Improvement

  • Ensure that accounting systems remain updated and aligned with the business’s growth.
  • Integrate finance systems to improve the efficiency of receivables and reporting.
  • Develop and strengthen internal controls and financial procedures.

Required Qualifications and Experience

  • Good First University Degree in Accounting, Finance, or a related field.
  • Professional qualification required: ACCA, ICAG, CIMA, or equivalent.
  • Five to seven years of cognate experience in the field, with at least two to three years in a BDC or downstream oil and gas company.
  • Strong knowledge of MS Office and familiarity with major business applications.
  • Thorough understanding of Ghana Tax Laws and their functions.
  • Familiarity with audit requirements and processes.
  • Proven experience handling Letters of Credit, Trade Finance, foreign exchange transactions, petroleum product accounting, fuel pricing analysis, and margin modelling.

Knowledge and Skills

  • Good knowledge of various accounting packages and systems.
  • Familiarity with audit and statutory requirements.
  • Strong computer skills with advanced MS Excel proficiency.
  • Solid understanding of foreign exchange management, exchange rate movements, and accounting treatment of FX gains and losses.
  • Knowledge of petroleum pricing structures and margin analysis in the Ghanaian downstream sector.

Working Relationships

You will interact regularly with the Managing Director, Finance Manager, all department heads, Accounts Supervisor, and all other staff members. External relationships include banks, statutory organizations such as CEPS, NPA, IRS, SSNIT, and GRA, depot representatives, station dealers, and transporters.
